A San Antonio police officer was shot during a foot pursuit after officers responded to reports of an armed man threatening people near a convenience store. SAPD bodycam and dashcam footage show the pursuit of 35-year-old Steven Primm and the officer-involved shooting that followed. On August 13, 2021, Officer Jesus Hernandez located Primm near an elementary school and waited until he moved away from the area before attempting to stop him. Primm fled on foot and was pursued by Officer Darius Wilson-Wayne. During the chase, Primm turned and opened fire, striking Officer Wilson-Wayne twice. Despite being wounded, Officer Wilson-Wayne continued broadcasting Primm’s direction of travel, allowing Officer Hernandez to move ahead and intercept him. Seconds later, Primm came around a building and encountered Officer Hernandez, who opened fire and struck him. Primm was pronounced deceased at the scene. Investigators later determined that Primm had discarded his handgun on a nearby rooftop after shooting Officer Wilson-Wayne. Officer Hernandez did not know the weapon had been discarded when he encountered Primm. Officer Wilson-Wayne was treated for two gunshot wounds and survived his injuries. This case study examines the incident using publicly released police bodycam footage, dashcam video, surveillance footage, cellphone video, 911 calls, dispatch audio, witness recordings, and investigative findings, when available. Analysis and commentary are provided from the perspective of a former federal agent, former law enforcement officer, and digital forensics examiner. Whether you are an aspiring law enforcement officer, a current officer, criminal justice student, attorney, first responder, or simply interested in public safety, these case studies are designed to highlight tactical decision making, officer safety principles, legal considerations, and practical lessons that can be applied to real-world law enforcement encounters. ⚠️ VIEWER DISCRETION ADVISED ⚠️ This video contains real police bodycam footage from a critical incident that some viewers may find disturbing.
