Police Narrative - "At approximately 1247 hrs, 07/31/2023, I (Ofc. ID 1498) responded to 881 in reference to a dying labrador dog (call 2023-087082). On scene, I made contact with Kayla, the caller. Kayla stated she found the listed dog next to a light pole at a vacant/under construction house at the corner of Virginia Ave When I arrived, the dog was laying in her driveway with flies on it and in an emaciated state. The dog appeared to have shallow breathing but was not responsive. I transported the dog in my cruiser to the Metro Veterinary Hospital in Copley where it was accepted for treatment. The veterinarians informed me that the dog was microchipped. At approximately 1606 hrs, the executive director of One of A Kind Pet Rescue (Tanya) made a call. Tanya stated that Kayla had fostered the listed dog, along with another dog. She stated the second dog was the sibling of the listed dog. She had paperwork which showed that Kayla had fostered both dogs on 04/25/2023. Tanya and myself were unable to make contact with Kayla, or locate the second dog at 881. Due to the extremely emaciated and neglected state the listed dog had been in, and due to it having been in Kayla's care since 04/25/2023, charges were signed against Kayla for Animal Neglect."
