Cpl. J. Mitchell (A-23) attempts to stop a Chrysler 300 for expired tags, the vehicle accelerates and flees. Other Troopers respond to assist. Police Report: On 5/28/22 just before 7:42 A.M., I was parked on the right shoulder of State Highway 440 near mile marker 13. I observed a black Chrysler 300 (Arkansas LPN LOCDRH) pass my location. (removed) I pulled out from the shoulder in order to catch up to the vehicle to make a traffic stop. While doing so, I observed that the vehicle was pulling away at a fast pace. The vehicle took Interstate 40 Westbound. I was driving over 100 MPH in an attempt to catch up to the vehicle. I patrol this area routinely and am normally able to easily catch up to violator vehicles before the Interstate 40 exit. I notified Troop A dispatch that I was attempting to catch up to the vehicle and of the license plate number. I observed the suspect vehicle on I-40 West, still traveling at a high rate of speed. I drove at approximately 125 MPH with lights and siren activated and was able to close the distance to the suspect. Near Exit 157, the suspect began to make improper lane changes to pass other motorists and then passed several vehicles on the right shoulder. I notified dispatch that I was in pursuit. The suspect continued to the Springhill Drive exit, took the exit, and then made a partial U-turn to get back onto I-40 Westbound. Still traveling at high speeds, the suspect passed more vehicles on the right shoulder near the entrance from US 67 Southbound. The suspect continued through the North Hills Blvd. area, changing lanes and driving over 90 MPH in a 50 MPH zone. The pursuit continued onto I-30 West, with the suspect still following other vehicles too closely, passing improperly and erratically, and speeding. The suspect took I-630 Westbound and exited at Main St. in Little Rock. The suspect turned south on a wrong way street (Scott St.) then entered I-630 Eastbound (ran red light before entering I-630). After entering I-630 East, the suspect immediately exited at 15th St. and the pursuit continued into a residential area. At one point, the suspect passed a vehicle on the double-yellow line. The route of the pursuit then went as follows: 15th St, south on Security St., east on 16th St., south on Boyce St., east on 22nd St., south on Bolton St., then east on Roosevelt Rd. On E. Roosevelt Rd., Trooper Tyler Van Schoyck joined the pursuit. I remained the primary unit as the suspect turned south onto Bankhead Drive, crossed over I-440 and then entered I-440 Eastbound. Trooper Van Schoyck took primary on I-440. The suspect took the Fourche Dam Pike exit, crossed Fourche Dam Pike and then re-entered I-440 East. The suspect accelerated to over 130 MPH. Just south of Faulkner Lake Road, Trp. Van Schoyck performed a forcible vehicle intervention and the suspect vehicle came to a stop at about 7:55 A.M. I arrived shortly thereafter. The suspect was taken into custody by myself, Trooper Van Schoyck, Trooper Cash and Corporal Monroe. Trp. Van Schoyck’s patrol car sustained damage to the right side. During arrest the driver, identified as Cordina Moore, stated that his “cousin just got shot.” I placed Moore into my patrol car and read him Miranda Rights. I transported Moore to Baptist Medical Center-North Little Rock for medical clearance prior to transport to the Pulaski County Jail. Moore was apologetic for the incident, saying he was trying to get to where he could help his cousin and that “something just got a hold of him”, causing him to flee. After medical clearance, Moore was booked into the Pulaski County Jail on the below listed charges. A felony case file will be submitted to the Pulaski County Prosecutor’s Office regarding this arrest.
