On December 9th, 2023, at approximately 11:51 am, I responded to 2399 ES Baya Drive (Hardee's) in reference to assist EMS with a patient experiencing a change in mental status. Upon arrival, I made contact with the subject, Stanley Williams, and the reporting person, Thomas Cowart. Thomas advised that he and Stanley were hanging out at Hangar 7 when Stanley became paranoid, thinking everyone was out to get him. While speaking to Thomas, Stanley appeared to be very agitated and constantly looking around. Stanley had a very strong odor of alcohol emanating from him. Thomas advised that he and Stanley had been drinking alcoholic beverages earlier in the day before going to Hangar 7. Thomas mentioned he was trying to have a good night with Stanley due to Stanley going through some personal issues and troubles. I then spoke to Stanley. He advised that he was experiencing a change in mental status due to having a few drinks while at Hangar 7. MED 4 arrived on the scene while I was speaking to Stanley. When I asked Stanley if he had ever used illegal narcotics, he admitted to ingesting cocaine earlier in the day. I asked Stanley, due to his change in mental status, if he would like to be evaluated by Emergency Medical Services, to which he consented. Stanley also stated he wanted to go to the hospital. EMS staff proceeded to conduct an evaluation on Stanley in the back of the ambulance until Stanley started acting irate and stating, "They are trying to kill me." Stanley exited the back of the ambulance. I advised Stanley that he would either go to Lake City Medical Center with EMS or he would be going with me for a mental health evaluation. Stanley chose to go with me. However, as I approached him to detain him, he changed his mind and wanted to go with MED 4. Stanley then ran towards the front doors of Marathon Gas Station, which were locked, located at 2399 SE Baya Drive. Stanley became extremely paranoid, looking around and yelling, "You are trying to kill me. Do not kill me. They are going to kill me." While trying to calm Stanley down, he began to r un around the MED 4 unit, dodging both the medical staff and me. While attempting to locate Stanley around the ambulance, I heard a door open and shut. I then informed the medical staff, "He is inside the vehicle." Stanley had opened the passenger side door of MED 4 and proceeded to get into the driver's seat. Stanley put the ambulance in drive and drove off from the gas station. I ran to my patrol vehicle to attempt to stop the ambulance. I watched Stanley drive off at a high rate of speed, jumping the curb and sidewalk from the gas station, and driving northbound on Baya Drive. I followed the ambulance with my emergency lights and sirens activated as Stanley turned right onto US Hwy 90, driving eastbound. While following the vehicle, I observed Stanley swerving in both lanes. It was apparent from the smell of burnt rubber and rubber tire pieces flying back that the ambulance had a flat tire. Stanley continued driving eastbound on US Hwy 90 without stopping. Stanley then made a left turn into the Columbia County Sheriff's Office, coming a few feet from hitting the Sheriff's Office sign. He proceeded to drive the ambulance onto the grass and straight towards the front entrance of the Columbia County Sheriff's Office building. Due to the grass and mud, the ambulance got stuck a few feet from the entrance double doors. I conducted a felony traffic stop on the ambulance with Stanley driving, with my firearm drawn. Deputy Markmiller and Deputy Thomas arrived on the scene. Deputy Thomas took over verbal commands until Stanley was detained. Stanley was searched by Deputy Markmiller, who located a small baggie with a white powdery substance inside. When tested, the substance tested presumptive positive for Alpha PVP, also known as "Flakka." Deputy Markmiller also found a plastic cut straw with a white powdery substance. I obtained the small baggie with Alpha PVP and the cut-up straw. These items will be placed into CSO Evidence. Jim's Auto Service responded to tow MED 4. When the tow company arrived, I was notified that a small, ripped baggie with a white powdery substance was found in the passenger seat. I obtained the small baggie and will place it into CCSO Evidence. Deputies responding to Lake City Medical Center were notified of the small ripped baggie. Stanley Williams is being placed under arrest for Grand Theft of a Motor Vehicle, Possession of a Controlled Substance without a prescription, Drug Paraphernalia, Fleeing and Eluding, Driving under the Influence of Alcohol and Drugs, and Resisting an Officer without Violence. Due to Stanley's driver's license being revoked on 2/2/2011, and he has never obtained another driver's license, Citation for DWLSR was issued. Stanley Williams is also being charged for Stolen Medical Equipment valued at $300 or more. This is due to the medical equipment and items inside MED 4 being valued at more than $300.
