Sgt Gabe Monroe (A-9) along with Troopers Shane Caviness (A-23) Jackson Shumate (A-18) and Dwayne Niles (A-28) intercept a stolen bus and a pursuit ensues. Report: On 8/29/2024 at approximately 7:36 AM, Troop A Communications broadcasted information regarding a stolen vehicle call. The caller stated that he was the owner of the stolen vehicle and he had a tracking device installed in it. He reported the vehicle, a white Prevost charter bus bearing Kansas License Plate #176653, earlier in the morning with Little Rock Police Department. The current location at the time of the call was on I-440 W from I-40. I, Trooper Jackson Shumate #242, was on State Highway 161 near State Highway 70 with Sergeant Gabe Monroe #374. We responded to intercept the bus and were informed that it took the State Highway 70 exit. We located the bus traveling westbound on State Highway 70 and I turned around to initiate a traffic stop. The bus had two large windows broken out on the driver side. I initiated the stop on the bus at State Highway 70 at Eureka Garden Rd. The bus continued traveling and then pulled into the Conoco parking lot at the intersection of State Highway 70 and State Highway 161. It then drove through the parking lot and began traveling northbound on State Highway 161. Sgt. Monroe called pursuit of the vehicle. The bus was traveling on State Highway 161 towards Bethany Rd, which is a main road that leads to two different elementary schools. I attempted to perform a Tactical Vehicle Intervention (TVI) on the bus on its back driver side. However, the bus was too heavy and we were traveling at slow speeds and I was unable to turn it with my vehicle. The bus continued to Bethany Rd and turned west onto W Bethany Rd towards Glenview Elementary School. I attempted a second TVI while the bus was turning, but my PIT bumper hooked onto the back bumper of the bus and caused me to slide into a vehicle stopped at the intersection. This accident is documented under Report #202416121ASP. The bus continued traveling on W Bethany Rd recklessly by driving on the wrong side of the roadway and over the posted speed limit, causing substantial danger of death to innocent motorists. The bus continued into the Union Pacific railyard and entered unlawfully, for the purpose of continuing to flee. The bus eventually came to a large gravel area with multiple train tracks and began to turn around. Sgt. Monroe exited his vehicle and used his state issued shotgun to shoot out the tires of the bus. This use of force incident is documented under Report #202416122ASP. This caused the bus to be high centered on the train tracks and the driver, Elvin Richard, was taken into custody after a felony takedown without further incident. Little Rock Police Department responded to the scene and transported Arrested Person Richard to their CID for questioning regarding the theft of the bus. ASP CID responded to the scene. Arrested Person Elvin Richard was charged with the following: 5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH 5-39-201: BURGLARY COMMERCIAL 5-36-106(e)(1): THEFT BY RECEIVING = $25,000 5-38-203(b)(2): CRIMINAL MISCHIEF - 1ST DEGREE (DAMAGE $1,000 = $5,000)
