****THIS FOOTAGE HAS NEVER BEEN RELEASED*** On Friday, November 22, 2024, I was advised by Sergeant Russ Rhodes that a shooting had occurred at or near the Hot Spring County Courthouse located in Malvern, Arkansas. I responded to the scene in case the local agencies requested assistance for the Criminal Investigations Division with the Arkansas State Police. Upon my arrival, I made contact with Malvern Police Department Officers at the scene and Corporal Keith Robinson with Arkansas State Police. The suspect had been identified as Eddie Williams, who had fled the scene after the shooting. While at the scene, I was advised that the Malvern Police Department would handle the shooting that had occurred inside the city of Malvern but was requested that the Arkansas State Police assist in attempting to locate suspect Williams. Prior to leaving the scene, units were advised via radio that Williams had been reported at a family member's residence located in the city of Rockport. I left the scene and traveled North on Martin Luther King Blvd (MLK) in Malvern. As I was approaching the intersection of MLK and Moline Street, Trooper Seth Smedley advised that he had seen the suspect’s vehicle at the intersection of Moline and Walco Road. I turned West onto Moline Street and approached the intersection with Walco Road, where I observed the suspect and the reported vehicle, a red GMC Acadia, in the State Farm Insurance parking lot. The suspect was speaking to a white female. As I was turning around to make contact, I observed suspect Williams hug the female and then enter the red Acadia. The vehicle drove out of the parking East onto Moline Street. Cpl. Robinson was behind me, and he also observed Williams. He activated his emergency lights to attempt to stop Williams. Williams fled the scene, turning south and accelerating toward MLK. I heard Cpl. Robinson advised by radio he was in pursuit of the shooting suspect. I activated my emergency lights and siren. I followed behind Cpl. Robinson due to him being the only trooper pursuing a shooting suspect at that time. I continued behind Cpl. Robinson traveling South on MLK. While approaching the intersection of MLK and North Main, I observed Trooper Sean Weston come up behind me, and he entered the pursuit. I moved to the side to allow Trooper Weston to become second in the pursuit. At that time, we were approaching downtown Malvern. The suspect’s vehicle was approaching the intersection of South Main and East Page, which was blocked due to traffic congestion. The suspect’s vehicle turned West and traveled through the Walgreens parking lot. It exited the parking lot and turned West onto West Page. The suspect’s vehicle continued traveling West on West Page when I observed Cpl. Robinson performed a Tactical Vehicle Intervention (TVI) near the intersection of West Page and Vine Street. As I was approaching the scene, I observed the suspect’s vehicle come to rest facing North. I continued approaching the scene, with other units responding, and I observed what appeared to be several muzzle flashes coming from the front seat of the suspect's vehicle. I heard over the radio, "Shots fired." I pulled onto Vine Street while hearing additional gunfire, and I exited my unit. I took cover behind Trooper Kade Theiss's patrol unit, which had arrived on the scene with me. When the shooting had ceased, I looked over the trunk of Trooper Theiss' unit. I observed Malvern Department Officers and Arkansas State Troopers with their weapons on the suspect’s vehicle. approached the Troopers at the scene and got behind Trooper Weston's patrol unit. I could not observe any movement inside the vehicle. At that time, additional officers and troopers arrived at the scene, and the determination was made to use Trooper Weston's unit as a barricade to approach the suspect vehicle because no ballistic shield was available. Trooper Weston's unit was maneuvered to the suspect’s vehicle, where the suspect was secured. LifeNet ambulance was called to the scene to treat the suspect. LifeNet transported the suspect from the scene to Baptist Hospital in Malvern for treatment. Once the scene was secured, I notified Sergeant Rhodes of the incident, who responded to the scene with additional Special Agents to begin processing the scene. Suspect was later pronounced dead at hospital.
