1st video- On 08/07/2024 at approximately 20:00 hours, I observed a blue Suzuki Hayabusa exiting Interstate 30 East to Broadway Street. The vehicle was being driven by a black male wearing a white T-shirt. I observed the motorcycle not having a license plate and attempted to initiate a traffic stop as it continued east on Broadway Street. With emergency equipment activated the motorcycle began to flee east on Broadway Street reaching speeds over 100mph. The motorcycle then made a right turn on Hemlock Street and began to travel southbound. From Hemlock Street the motorcycle made another right turn onto East Washington Avenue and continued to flee westbound. At the intersection of East Washington Ave and the Main Street Bridge, I lost sight of the motorcycle as it fled southbound across the bridge into Little Rock. The pursuit was discontinued as the motorcycle was no longer in sight. 2nd Pursuit- On 08/08/25 at approximately 02:04am I was stopped by a red light on Main Street where it intersected 6th Street. I observed a Black Dodge charger travel westbound from East 6th Street and southbound onto Main Street. Immediately after the vehicle went past me it began to accelerate at a very high rate of speed. While continuing to observe the vehicle through my driver side mirror, it continued at a high rate of speed southbound disregarding the red traffic light at 7th and 8th Street. I turned around to initiate a traffic stop on the vehicle as it continued down Main Street. I initiated my emergency lights to catch up to the vehicle safely and attempted to stop it. I caught up with the vehicle as it was entering I-630 West at Center Street. The vehicle failed to yield to my emergency equipment and continued driving, with speeds varying between an estimated 50mph and 60mph, before taking the exit for Martin Luther King Jr. Drive and turning north on Woodlane Street. While approaching the intersection of Woodlane Street and 7th Street the vehicle began to travel in the middle lane which was a straight only lane. In the intersection without using a turn signal the vehicle continued to fail to yield to the right of the roadway while making split-second decision left turn onto West 7th Street to continue traveling westbound. I made contact with the vehicle to stop it by performing a T.V.I. and the vehicle finally came to a stop. Both occupants of the vehicle were detained without further incident. The driver of the vehicle was identified as Khalen Lamar Robinson a black male born on 8/7/2001. The passenger of the vehicle was identified as Kelvin Nicholas Robinson a black male born on 1/26/1998. The vehicle being driven was a black Dodge Charger with a license plate of (BFV94Y). It should be noted that the vehicle did not have insurance at the time of this incident. During the felony take-down of both individuals in the vehicle I observed neither occupant was wearing a seatbelt. During the inventory of the vehicle, I located a 750ml glass bottle open container of "De Jima Tequila", that the driver advised was his. The driver of the vehicle had no warrants and a valid driver’s license. He had no apparent reason to flee. It is consistent that his consciousness of guilt for driving while intoxicated may have had a part in his lack of judgement to attempt to flee the traffic stop. The probable cause and ultimate totality of the circumstances support my suspicions of intoxication. His manner of driving, his admission of drinking, his admission of the open bottle of tequila belonging to him, his admission that he was celebrating his birthday with the liquor, the odor of intoxicants emanating from his breath, the positive PBT result of .06, the final BAC result of .05, the fact that he was talking to himself out loud and arguing with himself out loud, and his complete disregard for the safety of himself, his passenger, all the other motorists, and myself. IAW Arkansas Statute, case law, and the totality of the circumstances, it is my professional opinion that the operator was intoxicated at the time of stop. The driver of the vehicle was later taken to UAMS Medical Hospital to be cleared for entry into the Pulaski County Regional Detention Facility. The vehicle was towed by Blue Hill Wrecker Service. The driver was eventually transported to Pulaski County Jail without further incident. The passenger of the vehicle was released on scene.
