Deputies incident summary: On 8/25/2023 I, Deputy Jones, was conducting traffic enforcement along I-75 South in Clayton County when I observed a Vehicle ( blue 2018 Mercedes-Benz tag redacted) appearing to move at a high rate of speed in front of me. I then got behind the vehicle and paced it at 83 MPH in a 65 MPH zone. While behind the vehicle I observed it failed to maintain its lane by twice crossing over the right white striped line. As we were approaching the Tara Blvd exit, I initiated a traffic stop by activating my blue emergency lights. The vehicle kept going until we reached the Texaco at the corner of Upper Riverdale rd and Tara Blvd. When I made contact with the violator, I noticed she was improperly wearing her seat belt. When I pointed this out to her she became very defensive. I thought this odd as I only pointed it out and did not mention anything about a receiving a ticket for it. I then began to tell her why I had stopped her. At this point the suspect became extremely agitated and began demanding that I write her a citation. As I continued to talk to her, I observed she had watery glassy eyes and a moderate smell of alcoholic beverage coming from her breath. I then began questioning the suspect about where she was coming from, a question she choose not to answer. I then told the suspect about my suspicion that she may be under the influence of alcohol. The suspect then told me she had not had anything to drink but had been “pouring drinks”. She then attempted to tell me that it was only fresh lemon that I was smelling on her breath. Based on the driving behavior, the suspects emotional state and the odor of alcoholic beverage I asked the suspect if she would be willing to preform a field sobriety test. she declined to perform the evaluation. She then told me that I could just leave her at the gas station until six o’clock. When I asked her why would I do that if she was sober she began to try and roll up the window on me. I then placed my hand on the window and stopped it from closing. she began telling me that she had many family members that are lawyers. I then alerted dispatch that I was dealing with a possible DUI driver and requested backup. While back up was enroute I explained to the suspect that she still has the opportunity to preform the field sobriety test, she told me no and she knows of people who were “set up” by taking the test. At this point I explained what the next steps would be since she was refusing to take the test. When I finished explaining I ordered the suspect out of the car because I believed the suspect was not fit to drive. The suspect then began to ignore my orders. I then placed my hand on the inside the of the vehicle and opened it from the inside. While I was doing this the suspect placed her hand on mine and attempted to physically stop me from opening the door. Once the door was opened Deputy Hawkins arrived as my backup. I then continued trying to explain and reason with suspect. I also clearly explained what the consequences would be if she failed to comply with our lawful orders. The suspect still refused to exit under her own power and so we then attempted to remove her from the vehicle. However, as we were in the process of removing her she began attempting to place the vehicle in drive while we were still inside it. We then retreated out of the vehicle momentarily. The suspect had a hard time getting the vehicle in drive, however, when deputy Hawkins went back up to the car she was able to get it into drive and began to flee, initiating a vehicle pursuit. The suspect then continued down Old Dixie Rd at times reaching speeds over 100MPH in a 40MPH zone and running several red lights as well. Her actions placed the general public in danger of receiving great bodily harm. I observed the suspect become increasingly reckless the longer the pursuit continued. Observing this, realizing that other forms of terminating the pursuit were unfeasible and keeping in the mind the safety of the public I decided to utilize the precision immobilization technique (PIT) in order to end the vehicle pursuit as safely and as quickly as possible. The PIT maneuver was attempted a total of three times. During the first two attempts she aggressively brake checked me. During the third attempt I was able to successfully use the PIT maneuver and disable the suspect vehicle. When the vehicle came to a rest after spinning around I was able to pin in the vehicle from the front and had a an officer with the Forrest Park police department do the same from the rear, thereby preventing the suspect from restarting the vehicle and fleeing again. After failing to comply with verbal commands the suspect was tased I'm order to extract her from the vehicle safely. When she was tased NMI was achieved and she was successfully placed into custody. EMS medically cleared her and she was then booked into the Clayton County jail for felony fleeing and DUI among several other charges.
