A serious child welfare call unfolds when neighbors report a toddler wandering outside again—non-verbal, in a soiled diaper, hopping fences and ending up in backyards. Residents describe repeated escapes, unlocked doors, past concerns, and prior DCF involvement. Officers respond quickly, locate the child safely with neighbors, then attempt contact at the home. When the father finally answers, the situation escalates. He appears intoxicated and becomes aggressive, denies any problem, and resists officers as they try to intervene. What begins as a welfare check turns into an arrest for neglect/resisting, and DCF steps in for temporary custody to ensure the child’s safety.
