On Sunday, October 20, 2024, around 12:50 p.m., a Metropolitan Police Department 7th District officer, referred to as Officer 1, was dispatched to assist other officers in conducting a welfare check on an individual in crisis on the 23100 block of 25th Street Southeast. DC Fire and Emergency Medical Services were also dispatched, with an ambulance arriving shortly after Officer 1’s arrival. Upon arrival, Officer 1 and other 7th District officers spoke with both the subject and the reporting individual, attempting to persuade the subject to voluntarily go with Fire and EMS for evaluation and treatment at a hospital. Despite these efforts, the subject refused, prompting the officers to decide on involuntary transport to ensure the subject received care. The subject’s dog, a pit bull, was secured in a cage inside the apartment. As Officer 1 attempted to place handcuffs on the subject’s right wrist, the subject tensed up and resisted, making it challenging for officers to secure their hands behind their back. Once handcuffed, the subject was escorted to the building’s stairwell. At that moment, the dog escaped its cage, ran into the stairwell, and advanced toward Officer 1. To avoid the approaching dog, Officer 1 released the subject and quickly exited the building, with the dog pursuing Officer 1 and other emergency personnel into the courtyard. Officer 1 then drew their service weapon and discharged one round at the dog as it continued to chase them. As Officer 1 continued running, they tripped and fell, discharging three additional rounds at the dog, striking it twice. The dog collapsed near Officer 1 and succumbed to its injuries at the scene.
