FENNIMORE, WI - On January 14th, 2020 at 10:44PM, a Fennimore Police Officer pulled a vehicle over for crossing the center line and taking a turn too close to the shoulder of an opposing lane. The suspect told the officer that she was driving the passenger's boyfriend's vehicle to get gas and cigarettes. Both the suspect and passenger struggled to find proper documentation for the truck. While stopped, the officer observed the suspect shaking to which she replied that she was cold. After confirming the identity of the suspect and her passenger, the officer asked her to step out of the vehicle. When the suspect was questioned about needle marks on her arm, she repeatedly denied taking drugs and did not know why a vein was raised that would have been indicative of drug use. The officer asked the suspect to perform field sobriety tests to which she complied. In the horizontal gaze nystagmus test, the officer observed that the suspect was unable to follow his finger smoothly and at one point had to remind her to continue following his finger after she had stopped doing so. During the walk-and-turn test, the suspect made an improper turn, moved out of the starting position during the instruction phase, took eight heel-to-toe steps during the first pass, and did not count out loud at any point during the exercise. While performing the one leg stand test, the suspect swayed while balancing and also extended her arms for balance. During the lack of convergence test, the officer observed the suspect to have a lack of convergence in her right eye. For the first attempt at the Romberg Test, the suspect was observed fluttering her eyes and was stopped by the officer at one minute and 25 seconds. After being instructed again to estimate the passage of 30 seconds, the suspect again displayed fluttering in her eyes and estimated the time elapsed as 22 seconds. Following the field sobriety test, the suspect denied consuming in any drugs or alcohol at any point. The suspect was then arrested and transported to the Grant Regional Health Center whereupon she consented to a chemical blood test.
