On 11/20/2023 at approximately 1:48 AM, Pasco County Dispatch requested FHP to assist in a pursuit on Trouble Creek Road, referencing a white pickup truck that had committed aggravated battery on a law enforcement officer. Pasco Dispatch requested a trooper to PIT the vehicle. Myself, Trooper Wiberly, Sergeant Moore, Sergeant Cavis, and other units responded. I arrived in the area of State Road 54 just west of Rowan Road and observed multiple police cars traveling eastbound. I then observed a white pickup truck traveling eastbound in the westbound lanes of State Road 54 directly in my path of travel, coming head-on toward me. I made a U-turn and began traveling eastbound on Rowan Road, passing the marked patrol vehicles on the right. I engaged in the pursuit of this vehicle at this point, and the vehicle continued to flee. On State Road 54, myself and several marked PSO units attempted to stop the vehicle, but it reversed into my patrol vehicle, attempting to crash into me. I attempted a PIT maneuver on the vehicle as it was reversing into me, but it was unsuccessful. The vehicle, in an attempt to flee, crashed head-on with FHP Sergeant Moore and rotated in the intersection of State Road 54 and Rowan Road. Sergeant Moore sustained non-incapacitating injuries from this crash. As the vehicle was crashed in the intersection, I blocked it in using my patrol vehicle's push bar as a tool. This ensured the vehicle would not continue to flee and endanger lives. Myself and New Port Richey PD Officer Curbelo surrounded the vehicle at gunpoint. Both the driver and passenger had their hands up at this point. Myself and Officer Curbelo removed the driver from the vehicle and placed him on the ground. I handcuffed the driver, and Officer Curbelo took custody of him and the passenger. I later identified the operator as Mr. Jugitus Austin Matusiak (M-322-421-05-044-0) through his FL non-ID card number. As I spoke to Mr. Jugitus post-Miranda, Mr. Matusiak admitted to snorting methamphetamine at approximately 1:30 AM. Mr. Jugitus was talking quickly and had exaggerated reflexes. Mr. Matusiak was apologetic and said he shouldn't have run. As Mr. Matusiak spoke, his speech was thick-tongued and slurred. Mr. Matusiak had constricted pupils and was unable to sit still. Mr. Matusiak had pick marks all over his hands, and when he was out of handcuffs, he was seen biting his hands and picking at his hands and arms. Mr. Matusiak was transported to New Port Richey PD HQ, where myself and Trooper Wiberly met him. Mr. Matusiak agreed to perform voluntary SFSEs in the holding cell area of NPRPD HQ. Mr. Matusiak performed poorly on SFSEs and was placed under arrest for Driving Under the Influence of Alcohol or Drugs at 3:28 AM. Mr. Matusiak provided two breath samples of 0.00g/210L. Due to his level of impairment not matching his field sobriety exercises and the totality of circumstances, I requested urine. Mr. Jugitus was given several opportunities to provide a urine sample with Trooper Wiberly but was unable to, even after drinking a bottle of water. Trooper Wiberly read Mr. Matusiak Implied Consent at 4:29 AM, and Mr. Matusiak was presumed to have refused due to his inability to urinate. Mr. Matusiak was charged with two counts of Aggravated Battery on a LEO, DUI, and Fleeing to Elude. Mr. Matusiak was turned over to Officer Curbelo of NPRPD for his local charges. ✅ This channel features real event footage from the Florida Highway Patrol, captured through body cams and dash cams.
