A school zone. Forty in a twenty five. That is the entire reason this stop happens — and eight minutes later there are three officers on scene, a woman is in handcuffs on the pavement, and her child is watching from the car. This one is not the video you are used to from this channel. Nobody here is a monster. The officer does several things exactly right, and I show you each one. He tells her, correctly, that signing a citation is not an admission of guilt — it is a promise to appear. When she refuses to sign, he says "that's fine, I'll just put refused" and was about to send her on her way with a piece of paper. Then the citation ends up outside the car. They do not agree about how it got there, and this camera does not settle it. But the moment the officer believes he watched her throw it, he has a second offence in front of him — littering, a class C misdemeanour under Texas Health and Safety Code 365.012 — and his authority changes. That is the four seconds where a ticket became an arrest. I walk through both statutes, Pennsylvania v. Mimms, the Graham v. Connor force test, and the four things you do instead. One more thing. The department released this footage themselves, and their own edit cuts about three minutes out of the middle — with cards on screen saying "TWO MINUTES LATER" and "ONE MINUTE LATER." I have left those visible. The version everyone is arguing about, on both sides, is not the whole tape. 📕 THE KNOW YOUR RIGHTS PLAYBOOK — the exact words to say at a traffic stop, the statutes behind them, and the paper trail that turns a bad stop into a case. 67 pages, plain English, for people who don't have a lawyer on speed dial. 👉 rightsplaybook.gumroad.com ⏱ CHAPTERS 0:00 "That's littering.
