A routine welfare check quickly escalates into a complex situation after an officer encounters a man walking, explaining an argument with his girlfriend who refused a pickup. Responding to reports of a suspicious person, Deputy Brown offered a ride to Marcel Shazier, who stated his girlfriend, Jessie Stevens, refused to pick him up after an argument. Upon arrival at the residence, Deputy Brown observed Ms. Stevens exiting a Chevy Tahoe holding a bowl of cereal, immediately noticing a white powder residue in her nostrils and an unsteady gait. Despite her denial of impairment, the deputy initiated standardized field sobriety tests, during which Ms. Stevens displayed significant signs of impairment, including a circular sway, lack of smooth pursuit, and inability to maintain balance or follow instructions.
