A routine stop on a reported stolen Dodge Caravan turns into a gun-drawn confrontation within seconds — then a pursuit across two Imperial County highways, a tire-deflation device, and a rollover crash into an irrigation canal. Border Patrol agents break the windows trying to reach the driver, but can't free him before he's pronounced dead.
