On June 8, 2023, Officer Willis responded to a traffic complaint at 1200 E Country Club. The complaint was about two men, one in a gray shirt and the other in a red shirt, recklessly driving a white Ford through a trailer park and a field, even performing donuts. Upon arriving, Officer Willis didn't immediately find the Ford, but the trailer park manager directed him to an alley where the vehicle was parked, partially obstructing it. Two men matching the descriptions given were present. Officer Willis found the car was under expired registration and noted tire marks in a nearby field that matched the Ford. Identifying the vehicle owner as Nicolas, Officer Willis questioned him about the incident and informed him about the traffic complaint. Despite not directly witnessing Nicolas driving the car, Willis issued him traffic citations for an expired registration and parking obstruction. While writing citations, a female approached Officer Willis, demanding to know what was going on. Despite being asked to stand aside, she became aggressive, shouting profanities loud enough to disturb the neighborhood and banging on the hood of Willis's patrol car. As a result, she was arrested for Disorderly Conduct and Resisting, Evading, or Obstructing an Officer. The female refused to identify herself, even when Sgt. Atencio arrived on the scene and explained the legal necessity. After some resistance, she gave her first name as Jessica but refused to provide a last name. Eventually, another officer, Officer Melendez, identified her as Jessica Garcia from a booking photograph at the hospital where she had requested to be taken due to medical concerns.
