FULL REPORT: On 8/22/2024 at approximately 2349 hours, I was sitting stationary on Riverdale Rd at West Fayetteville Rd. I observed a motorcycle on Riverdale Rd that appeared to be traveling at a very high rate of speed. The motorcycle was very loud. I observed the motorcycle change lanes on Riverdale Rd and not use his turn signal. I had to reach speeds over 80 mph to catch up to the motorcycle. I activated my blue lights and sirens while behind the motorcycle. The motorcycle refused to pull over and sped up at a high rate of speed reaching speeds over 90 MPH. The motorcycle ran the red light at Riverdale Rd/ I-85 N entrance ramp. The motorcycle was extremely reckless while driving down Riverdale Rd. The motorcycle made a right turn onto Herschel Rd and continued to flee at a high rate of speed. Deputy House and I continued to try to stop the vehicle using our blue lights and Sirens. The motorcycle drove on the wrong side of the road passing cars on double yellow lines on Herschel Rd. Deputy House got in front of the motorcycle on Herschel Rd in an attempt to slow him down, so he did not hurt the innocent public. The motorcycle slowed down to about 10 mph and was slowing as if he was going to stop. I positioned my patrol vehicle next to Deputy House to help slow the motorcycle down. The motorcycle attempted to go between our two patrol vehicles. His right handlebar stuck the hood of my car. The motorcycle slowed to a stop and the rider laid the bike down. I exited my patrol vehicle and placed the male in handcuffs. The driver was identified as Antonio Higgins. Higgins is not showing to have a motorcycle license on GCIC. I could smell an extremely strong odor of alcohol through the helmet that Higgins was wearing. In his jacket pocket he had a brand-new bottle of Dark Liquor (alcohol). Higgins was cleared on scene by College Park EMS. I transported Higgins to Southern Regional for him to be seen before going to the jail for clearance. GSP responded to the scene and worked the accident. The bike was impounded. Upon being cleared medically Higgins was booked into the Clayton County Jail.
