at approximately 9:24 PM I, Cpl. Ben Ibarra #173, was patrolling Interstate-40 near the 44 mile marker in the median. I was observing westbound traffic and noticed 2 vehicles racing at a speed of approximately 107 miles per hour in a 75 mile per hour zone. I entered the westbound lanes and attempted to catch up to the racing vehicles. As I approached, I witnessed the vehicles speed up then slow down as they saw me approaching. The first vehicle was a silver 2016 Chrysler 200 (1C3CCCFB8GN182045) with a fictitious tag of VGR511 SC. The fictitious tag returned to a 2003 Ford Explorer (1FMDU64K33UB22011). The second vehicle slowed down significantly, and I was able to retrieve information to pass it on the local law enforcement to assist in stopping it while I stopped the first vehicle. It was a black Dodge Charger with a Texas temp tag of B50920N. Ozark PD was able to locate it shortly after and initiated a separate unrelated pursuit with it, but it ultimately escaped. I caught back up to the Chrysler 200 just east of the 37MM and attempted to initiate a traffic stop. The Chrysler 200 did not stop, took the 37 mile marker exit, then drove straight through to the entrance ramp and re-entered the interstate traveling westbound. Once we reached the 35 mile marker, the traffic got congested and it forced the Chrysler to take the 35 mile marker exit ramp. The Chrysler drove through the stop sign and continued westbound to the entrance ramp in an attempt to re-enter the interstate traveling westbound. Once the Chrysler reached the top of the ramp, I performed a TVI (tactical vehicle intervention) on the vehicle as it traveled at approximately 83 miles per hour. The Chrysler spun clockwise and entered the north ditch facing eastbound, coming to halt just before the tree line. I exited my vehicle and began giving commands. I could see clearly in the vehicle as the passenger window was either rolled down or missing. The driver looked directly at me, put the vehicle in drive, and re-entered the interstate behind my vehicle moving westbound. Ozark PD passed our location at that point chasing the black Dodge Charger. I returned to my vehicle in order to re-engage the pursuit and attempt to stop the Chrysler. As we were between the 33 and 34 mile markers, I performed another TVI on the Chrysler as it traveled at approximately 126 mile per hour. The vehicle spun clockwise, entered the north shoulder, and rolled on its left side before entering the tree line. Prior to the pursuit and during the course of the pursuit, the Chrysler was operating in such a manner that was reckless, negligent, and created a great potential for injury or loss of human life to himself and others around him. I exited the vehicle in order to inspect the driver's status and effect an arrest. The driver, later identified as Daniel Robert O'Conner (2/24/2004 SC), was standing inside the rolled over vehicle with visible facial injuries as he was not wearing his seatbelt. The vehicle sustained extensive damage all around it and the airbags had all been deployed. I called for EMS and first responders in order to assess his injuries. There were initially 2 dogs in the car who were unsecured. One of the dogs appeared to be injured and ran into the woods. The other dog had glass lodged in its neck. While EMS assessed and prepared Mr. O'Conner for transport in the back of the ambulance, I was informed there were multiple firearms in the vehicle. I asked another trooper to log the serial numbers: SCD204783- PA-15 PAUL MEADOWS RIFLE, FZL5466- SMITH AND WESSON FC9, CZG744- GLOCK 22, P822210-HI POINT 380, 2138750- 22 REVOLVER, AT332558- HARRINGTON AND RICHARDSON 410 SHOT GUN. One of the serial numbers was unreadable and looked to be defaced, it was a Dobbins Long Gun. There was a strong odor of marijuana coming from the vehicle, but no evidence was located in the vehicle. It is possible it was either removed during the roll over and thrown out prior to and during the pursuit. After running the VIN of the vehicle, due to it having a fictitious tag on it, it was discovered the vehicle was stolen. The stolen vehicle was confirmed stolen, through NCIC, out of the Warrenton Police Department in Missouri. Mr. O'Conner was unable or unwilling to answer how he received the vehicle, the fictitious tags that did not belong to him, or the firearms located in the vehicle. Mr. O'Conner stated the firearms were there when he took the car.
