April 17, 2026. Just before 2:30 AM, Peoria Police are called to the parking deck of the Hotel Pere Marquette in Downtown Peoria. They find Matthew Wigginton — the sitting Mayor of the Village of Peoria Heights, Illinois — slumped over the wheel of his Lexus SUV. The officers know him. One greets him by name: "Mr. Mayor Wigginton." Another asks if he wants to talk to the judge. Wigginton tries to hand the officer his debit card instead of his driver's license. The Mayor had spent the evening at the Peoria Gridiron Dinner, the annual political roast held at the Pere Marquette. By the time officers arrive, he's "severely intoxicated" — their words. He's unable to answer the medics' basic orientation questions. He's taken to Carle Methodist Hospital before being booked. What follows is one of the most editorially significant beats in this case: an on-tape debate between officers about whether his position as Mayor should affect the arrest decision. One officer warns the situation "could blow up." Another responds: "You shouldn't care about his title." Wigginton refused chemical testing.
