Official report below: "On 2/7/24 at approximately 1648 hours, ADF&G port sampler (redacted) contacted me by phone to advise the F/V (redacted) had delivered some undersize commercial king salmon at Sitka Sound Seafoods. I responded and made contact with (redacted) as well as permit holder Ryan (redacted) at the North hoist. Five salmon were seperated from the rest of the load of approximately 35 king salmon. I measured all five fish with (redacted) present by using an ADF&G sampling board, placed flat against the wall to form a vertical surface. I checked that a prominent line on the board was correctly marked at 28" by using a tape measure. All five fish were undersize significantly and were visibly small. I later measured the fish at 27", 27 1/2", 26 7/8", 27 1/4", 27". (redacted) indicated he was not trying to keep small fish. He stated the fish were of legal size when he measured them, but they had been in slush ice for several days in some cases. Andrews said they shrank more than expected. Andrews referenced prior cases and a recent casual contact with him on the dock to state that I know him and that he was not trying to do anything illegal. I went to (redacted) boat the F/V (redacted), where he showed me his measuring line on the hatch of the vessel. He indicated he measured from the vertical surface of the hatch to a marker line. The line he indicated was 28" in length, however, there was a hinge on the hatch near the mark which could interfere with measuring. Andrews requested one of the fish to measure on the hatch. A king salmon was delivered to the deck and even with pinching and swinging the tail of the fish, he was unable to make the fish appear over 28". The five seized king salmon were weighed at 33lbs (6.6lb average). The fish were added to the fish ticket as seized. I met (redacted) at (redacted) Harbor where I issued a summons for taking undersize commercial troll king salmon. (redacted) was cooperative throughout the contact. Four of the king salmon were donated to the Sitka Pioneer home 2/8/24. One was retained as evidence. Arraignment set for 2/20/24. BWC footage of contacts as well as photos were taken. 5 AAC 29.140. Size limits, possession, and landing requirements. (a) Unless otherwise specified in this chapter, king salmon taken and retained must measure at least 28 inches from tip of snout to tip of tail (in its natural open position) or 23 inches from the midpoint of the clethral arch to the tip of the tail. Undersized king salmon that are taken must be returned to the water unharmed. A person may not mutilate or otherwise disfigure a king salmon in any manner that would prevent the determination of the minimum size restriction specified in this section."
