New York City. 1997. Fordham University senior Patrick McNeill stepped outside a bar on the Upper East Side to wait for a ride home. He was never seen alive again. One month later his body was found in the East River. The medical examiner ruled it an accidental drowning, citing his blood alcohol level. Detective Kevin Gannon examined the autopsy — he found faint binding marks on the wrists and evidence that McNeill's body had been in the water for far less time than he had been missing. Gannon swore to the family he would keep investigating. Together with fellow NYPD detective Anthony Duarte and criminal justice professor Dr. Lee Gilbertson, Gannon spent the next decade identifying a pattern: young, athletic, college-aged men — mostly aged 18–25 — last seen leaving bars at night, found drowned in nearby rivers and lakes days or weeks later. All ruled accidental. All blamed on alcohol. Near at least a dozen body recovery sites, the team discovered graffiti depicting a smiley face — crude, simple, spray-painted on bridge supports, walls and concrete surfaces close to where the bodies were found. The symbol appeared in multiple cities across the I-94 corridor: Wisconsin, Iowa, Indiana, Minnesota, Ohio, Pennsylvania, New York. The team identified 45 confirmed cases across 11 states. They found GHB — the date rape drug — in multiple victims' toxicology results. But GHB is not routinely tested in drowning autopsies. Dozens of victims were never tested for it at all. In multiple cases, the bodies showed injuries inconsistent with simple drowning: bruising, ligature marks, blunt trauma evidence. In 2017, 21-year-old Dakota James disappeared in Pittsburgh after a night out. He was missing for 40 days. When his body was pulled from the Ohio River, it showed almost no decomposition. Forty days missing. Almost no decomposition. The coroner ruled accidental drowning. In Minneapolis, Chris Jenkins — 21 years old, who vanished on Halloween night 2002 — had his death reclassified as a homicide in 2020 after a convicted felon made statements about foul play. No arrests have ever been made. In 2008, the FBI reviewed Gannon and Duarte's evidence: "We have not developed any evidence to support links between these tragic deaths or any evidence substantiating the theory that these deaths are the work of a serial killer or killers. The vast majority appear to be alcohol-related drownings." In October 2025 — sixteen bodies were recovered from the Houston bayous in a single month. Smiley face graffiti was reported near several scenes. The Houston police chief held a press conference denying serial killer connections. Kevin Gannon publicly linked the Houston cases on October 10, 2025. Gannon has now identified over 700 potential victims across the United States, Canada and Europe. No arrests have ever been made in any case linked to the theory. If you need help — reach out. You are not alone. Like and subscribe to GraveFile TV — new case every week.
