Police bodycam footage from Vancouver, Washington: a man firing a high-powered rifle from his house holds off a SWAT team for hours, and one of his rounds strikes the windshield of the armored vehicle right next to the crisis negotiator. This real police bodycam and drone video from the Vancouver Police Department shows the overnight standoff in the Walnut Grove neighborhood, the rifle rounds hitting the SWAT vehicle, and the moment it ended in an officer-involved shooting. WHAT HAPPENED September 26-27, 2024. Late Thursday night, 911 callers in the 5400 block of NE 71st Street report a neighbor yelling and threatening to harm people; a second caller says he has fired a rifle into the air. Clark County deputies arriving at the scene hear gunshots. At 1:24 AM the Southwest Washington Regional SWAT team, including Vancouver Police officers, is called in. A police drone watches the man step out of his front door and put on ear protection. Just inside the open door is a table with multiple firearms and a shooting tripod. He grabs a rifle and walks back into the house. Armored vehicles set a perimeter and a Vancouver Police crisis negotiator talks to him over the public-address system from inside one of them. Throughout the standoff the man fires a high-powered rifle at police. Multiple rounds hit the SWAT armored vehicle; one strikes the front windshield, shattering it and nearly penetrating, while the negotiator is sitting next to it. SWAT is also told he has fired at least one round into a neighboring home. Nearby residents are told to shelter in place. At about 2:36 AM, SWAT sees him standing at a sliding door of the residence armed with a rifle and wearing what appears to be a ballistic helmet and a gas mask. A Vancouver Police officer on the SWAT team fires his weapon. This video cuts away at that moment. Afterward a drone is flown through the house: in an upstairs bedroom officers find boxes of ammunition, rifles and handguns, including a scoped rifle on a shooting tripod pointed out the front-facing window. OUTCOME The man was pronounced dead at the scene. No officers or neighbors were physically injured. The officer who fired and the negotiator in the struck vehicle were placed on critical incident leave, as required by policy. The Lower Columbia Major Crimes Team, led by the Cowlitz County Sheriff's Office, is conducting the independent investigation, and the Washington State Office of Independent Investigations was notified. Vancouver Police will conduct an administrative review once that investigation is complete.
