FULL INCEIDENT REPORT: On the above date and time I attempted to stop black motorcycle on Hwy 78 and Cattle Barn Rd. for an obstructed tag. While sitting and observing traffic on Hwy 78 & Michael Rd. I heard a motorcycle traveling east bound on Hwy 78 toward my position. The exhaust was loud enough where I could hear the motorcycle before I could see it. This is usually due to the motorcycle accelerating at a high rate of speed. I looked to my left and saw a passenger car and a motorcycle approaching. Both vehicles passed in the number 2 lane. When the motorcycle passed me I could not see a license plate attached to the area. I pulled out and caught up to the motorcycle to see if it had a license plate on the rear. I noticed that the motorcycle did have a plate on the rear but it was bent in half where it was not legible. At this time the driver looked at my patrol vehicle as I activated my emergency equipment. The rider slowed his speed and began coming to a stop on the right side of the roadway. As we came to a stop I was calling the traffic stop out to dispatch. The rider was shaking his head and acting upset then accelerated at a high speed. I radioed that I was now in pursuit of the motorcycle. I informed radio that the rider appeared to be a white male, wearing blue jeans, Nike high top shoes, dark jacket and a yellow book bag. The rider accelerated to speeds upward of 120 mph as we approached MT. Vernon Rd. The rider began passing vehicles at this point still in excess of 120 mph. As we approached Edmondson Rd. the rider began hugging the left lane past the white fog line. I believed the rider was going to run off into the grass so I braked. The bike wobbled a little bit and accelerated back up to 130 mph. As we passed James Huff Rd. the rider weaved between a passenger car and a Harley Davidson Motorcycle at a high rate of speed. As we approached Cherry Hill Rd. I noticed a Monroe Police Officer stationary with their lights on. We continued on Hwy 78 westbound still in excess of 130 mph. As we crossed under the Hwy 11 bridge, the rider noticed Cpl. Hammond and Sgt. Labowicz on the entry ramp to Hwy 78. The rider began to slow down to around 80 mph before exiting Hwy 78 onto Charlotte Rowel Blvd. The rider came up to the red light and made a left turn. During this turn the rider's left foot slipped off the peg while he was hitting the throttle. This caused the bike to rev and move farther right into the grass on the side of Charlotte Rowel Blvd. Due to the rider's reckless driving, I used this opportunity to drive beside the rider in attempt to prevent him from re-entering the roadway. This worked as it forced the rider to stay off the roadway and onto the opposite side of the guard rail. The rider continued off road traveling west bound on Charlotte Rowel Blvd. for approximately 750 ft. As we approached the Hwy 78 bridge, I went to the end of the guar rail and used my car to block the motorcycle from continuing. As I was stopping my vehicle, Cpl. Hammond stated that the motorcycle wrecked (laid the bike down) under the bridge. The rider got off the bike and began running on foot toward me. I drew my service weapon at the rider and ordered him to the ground. The rider went to his knees and was fidgeting around still. I then forced him fully to the ground where we were able to place him in hand cuffs. The rider was then identified to be Terry Ray Drake. Mr. Drake was stood up and I asked him why he ran. He informed me that the license plate on the motorcycle was expired and that he wanted to have a little fun. I made my way back to the motorcycle. I bent the tag down so it was eligible and was able to run it (XYH618). Dispatch informed me that the motorcycle registration was expired and had no valid insurance. Dispatch also informed me that Mr. Drake had a Suspended Driver License for Child Support and Implied Consent. Mr. Drake was transported to Walton County Jail by Cpl. Hammond. I stood by with the vehicle until Taylor's Wrecking arrived on scene to pick it up (IVIR 12203). Warrants were taken for Obstructed Tag, Fleeing and Attempting to Elude, Reckless Driving, No Insurance, Driving while license is suspended and Canceled Registration. While at the jail, Mr. Drake requested to talk with me. He asked if I could not charge him with Felon Fleeing due to him just having a kid. I told him I was not going to drop that charge and asked why he was on parole. He stated he was on parole for running from Newton County.
