Officers observed the stolen vehicle listed traveling south on Sumner St. They attempted to catch up to the vehicle, which appeared to be starting to flee. The vehicle pulled over near the intersection of Kling St and Baird St as the officers closed in behind it. They didn't lose sight of the vehicle while it was parked and didn't see anyone exit it. Upon approaching, officers spoke with Meadows, the sole occupant of the vehicle, who was sitting in the passenger seat with the keys at her feet. Initially, she told officers that another individual had run from the vehicle, but then changed her statement to claim she was just test-driving it. She said she was test-driving because she intended to buy the vehicle from an unknown male she met on craigslist.com who was selling it for $300. She claimed to have met the male at the gas station located at Grant St and South St. During a search incident to arrest and tow inventory, a purse was found where Meadows was sitting. It contained what appeared to be and field-tested positive for methamphetamine, along with a capped drug needle.
