Anthony Marquis Franklin, 31, was shot and killed by an officer Sunday, Jan.15. Twelve days later, APD released 9-1-1 audio files, three body-worn camera videos, and surveillance video from an office building. The incident started just after 11:30 p.m., after multiple 9-1-1 calls reported a man shooting near the intersection of Lavaca and 5th streets. Callers said someone had been shot and the scene was chaotic as people tried to run, according to a statement from APD. Officers found the victim, who suffered a non-life-threatening gunshot wound. He was able to speak with officers before Austin-Travis County EMS transported him to the hospital. Around 11:43 p.m., three officers spotted a man, later identified as Franklin, who matched the suspect’s description. They noticed he had a gun and ordered him to drop it. Franklin did not comply and fled. The officers pursued Franklin as he ran onto a porch of a building on Colorado Street. Franklin jumped off the porch and fell to the ground. Within seconds, all three officers fired their guns. After he was shot, Franklin tried to throw his gun away from him. Officers approached and began life-saving measures. ATCEMS took Franklin to the hospital, where he died around 12:30 a.m. The officers have been placed on administrative leave. They have been identified as Officer Kelby Radford, Officer Ryan Rawlins, and Officer Jacob Bowman. APD says Officer Rawlins has seven years and nine months of service, Officer Radford has three years and eight months of service, and Officer Bowman has 11 months of service with the police force. APD is conducting two concurrent investigations: a criminal investigation conducted by the APD Special Investigations Unit in conjunction with the Travis County District Attorney's Office and an administrative investigation conducted by the APD Internal Affairs Unit, with oversight from the Office of Police Oversight.
