On 27 August 2019, 24-year-old Johannes Mangurra attended Numbulwar Police Station voluntarily to ask about outstanding fines. Instead, he was placed in a locked room and told he was under arrest over an unrelated parole revocation order. The situation quickly escalated. Mr Mangurra, who was confused about why he was being arrested, began yelling in Anindilyakwa and jumping on tables while police initially attempted to de-escalate the incident. Moments later, officers used force, including tasering and capsicum spray, before arresting him. The footage later came under scrutiny in the Northern Territory Supreme Court. On 21 January 2021, Justice Judith Kelly overturned three of the charges connected to the incident, finding that police actions — particularly those of one officer — had “escalated rather than de-escalated the situation.” The court also heard that Mr Mangurra had returned home to Numbulwar believing his outstanding matters had been finalised, after the Darwin Local Court had mistakenly released him instead of keeping him in custody. One charge of behaving in a disorderly manner in a police station was not appealed and remained in place. This video is published for news reporting, educational and public interest purposes.
