On July 16, 2024, I, Sgt. K. Isaac, #27389, was assigned to the Bat Unit. At approximately 2009 hours, I observed a 2011, Chevrolet, Impala, bearing Georgia tag (C1008461) conduct an Erratic/Improper lane change at Tara Boulevard at Flint River Rd. Clayton County PD Sgt. Lamb attempted to make a traffic stop on the vehicle in the parking lot near 875 Smith Street. The driver later identified as James Lee Mason continued through the parking lot at a high rate of speed attempting to flee and elude law enforcement. I then took primary and pursued the vehicle Northbound Tara Boulevard towards North Avenue, in which the driver failed to maintain lane driving at speeds over 70mph. Jonesboro PD assisted conducted radio traffic during this pursuit. J. Mason then made a right turn on North Avenue nearly striking another vehicle and continued eastbound to Fayetteville Rd in which he disregarded a traffic control devices putting himself, and the public at risk. J. Mason made a left turn onto Fayetteville Rd towards North Main Street where he disregarded another traffic control device. J. Mason continued onto Dixie Drive at a high rate of speed failing to maintain his lane and disregarding another traffic control device. J. Mason came to a dead end where he continued down a hill onto Highway 138 eastbound. To preserve life for myself and others, I then performed a PIT (Precision Immobilization Technique) Maneuver by matching the speed of the vehicle, touching the driver rear quarter panel, and turning the vehicle in a left motion at highway 138 and Scarlett Drive in which turned the vehicle in 90 degree angle. J. Mason regained control of the vehicle and proceeded onto Jonesboro Rd northbound. I conducted a second PIT maneuver by matching the speed of the vehicle, touching the passenger rear quarter panel, and turning the vehicle in a right motion near Jonesboro Rd and Ohara Drive in which caused the vehicle to turn at a 90 degree angle causing the vehicle to strike a fence and brick sign at Life Storage (7700 Jonesboro Rd). The vehicle became disabled and J. Mason was taken into custody with no injuries. A second subject James Pratt was removed from the passenger front seat of the vehicle, detained, and placed in Lt. Carey vehicle until the scene was secure. I radioed Clayton County Communications to dispatch Fire and EMS to evaluate J. Mason and J. Pratt. EMS responded and cleared J. Mason to be transported to the Clayton County Jail. The passenger J. Pratt refused to be evaluated via Body Camera. I then dispatched Clayton County Communications to dispatch the county photographer and Georgia State Patrol to conduct a crash report. All parties responded and conducted respectable duties. Tara Wrecker responded and took possession of the crashed vehicle. J. Mason was charged with Erratic/Improper lane change, Failure to maintain lane, Traffic control device (x2), reckless driving, and fleeing and eluding. J. Mason was transported to the Clayton County Jail with no incident. A query was performed on the passenger J. Pratt was released from the scene.
