The Seattle Police Department on Tuesday released video of the weekend incident in which a man was fatally shot by officers after he rammed a federal building with his pickup and began firing a weapon before several police officers arrived and confronted him. The graphic video shows the man crashing through the building in the pickup before getting out of the vehicle and firing the weapon randomly. The man died at the scene and police have launched an investigation into what occurred. The King County Medical Examiner's Office on Tuesday identified the man as 39-year-old Williams Stephens. Seattle police officers were called to the 100 block of Marion Street near 1st Ave. and Yesler Street shortly after 8 p.m. for multiple reports of shots fired, according to a written statement issued by police. A recording of a 911 call captured a woman calmly telling dispatchers about an active shooter at 2nd Ave. and Marion Street. "There's an active shooter on 2nd and Marion," caller said. "I am not hurt." When officers arrived, they found Stephens in the 100 block of Marion Street after crashing his vehicle into the federal building. The police statement said the officers tried to speak to him but opened fire. The incident is under investigation by the city's Office of Police Accountability, the civilian-review board, and the Office of Inspector General, both of which dispatched investigators to the scene that night. A second video from the officers' perspective shows the officers running up to the man and shouting at him to drop his weapon. It appears as if the man was laying down on the pavement as the officers command him to drop the weapon. The video shows the officers opening fire when the man stands up and appears to be a pose in which he is going to fire at the officers.
