Official report below: "On November 16, 2023 at approximately 1635 hours, (redacted) contacted MatCom via 911 and reported a disturbance at her apartment complex. (redacted) heard yelling and banging type noises. I responded to the residence and contacted (redacted). (redacted) recognized me from a previous DV Assault case that occurred about 3 weeks ago. (redacted) advised (redacted). From previous contact, these tenants were identified as Eva (redacted) and David (redacted). (redacted) advised (redacted). Shortly thereafter, Sergeant Sidders and Commissioner Cockrell arrived on scene. Blood was observed to be smeared on the exterior of the front door. There was more blood observed on the handrail leading up the stairs, and blood on the door handle to unit 2D. Verbal contact was made with a male, who was belligerent and uncooperative. The landlord, (redacted), was on scene. I retrieved a key from him, and AST made entry. David was observed to be lying in his underwear on a mattress in the living room. No one else was inside. The entire unit was in total disarray. Pretty much everything inside the unit was knocked over on the floor, and there were numerous items broken. There were several glass alcoholic containers strewn about, some of which were shattered all over the floor. Inside the bathroom, the wall mirror and cabinet was ripped from the wall, and broken into multiple pieces on the floor. Several more items were observed to be broken. A strong odor of alcohol was emitting from David. David was uncooperative and was yelling at and degrading AST. A logical interview with David was unable to be had. Sergeant Sidders called Eva. See his supplementary report for additional details. We informed David he was under arrest for Criminal Mischief. As we went to arrest David and put him into handcuffs, he tensed up his arms and legs, and physically resisted arrest. He kicked at us, and physically rolled around and pulled away. He was yelling and cussing at us. During the struggle, David looked up at me and spit saliva onto my face. I used a taser by dry stunning David on his back to assist with getting him into handcuffs. During the struggle, we had to lay on top of David’s legs to prevent getting kicked. Once we successfully got David into handcuffs, a spit hood was placed over his head and face. We escorted David down the stairs and outside. Once outside, David attempted to headbutt Sergeant Sidders in his head/face. Sergeant Sidders had to take evasive maneuvers to avoid getting head butt. After a brief struggle, David was successfully placed into the backseat of my patrol vehicle. Sergeant Sidders and Commissioner Cockrell stayed with David, as I went back to the unit with (redacted). (redacted) and I walked through the apartment. (redacted) estimated the total damage dollar amount to the property inside to be over $300. I provided him with my business card with this ARMS incident number and requested a final receipt be provided for the actual amount. I transported David to Mat-Su Regional Hospital, where he was medically cleared for remand. David was ultimately transported to Mat-Su Pretrial. The entire time he was in the backseat, he was yelling and cussing at me, and acting belligerent. David was remanded on DV Criminal Mischief IV, Resisting Arrest, Harassment I, Assault IV on Law Enforcement, and Disorderly Conduct. Supplementary report: We identified ourselves and he said we could come in, but he wasn’t going to get up to open the locked door. Trooper Kay obtained a key from the landlord, and we entered the apartment. Upon entering, he was laying on a mattress in his underwear in the living room. There were broken items all over the room like glass and an electric fan. David smelled strongly of alcohol, he was yelling loudly and slurring his words. He was uncooperative with questioning. Trooper Kay was able to determine David’s girlfriend, Eva (redacted), was not at the residence, and was currently working out of town. We were also able to determine the apartment belonged to her and he didn’t live there full time. Trooper Kay found additional broken items such as wood trim that had been ripped off and I instructed him to arrest David for Criminal Mischief (DV). David began resisting arrest and I instructed Trooper Kay to deploy his Taser at which time he “drive-stunned” David and we placed him into handcuffs. David continued to resist and roll around; he spit in Trooper Kay’s face. I held his face away from me and instructed Trooper Kay to go get a “spit sock” from his vehicle to place over David’s head to prevent being spit on again. David refused to work with us to obtain clothing or shoes, so we helped him to his feet and began walking him outside. As soon as we got outside, David attempted to headbutt me by bringing his head back and then violently thrusting it towards my face. I shoved him backwards and no contact was made, but I was placed in fear of imminent physical injury by his actions."
