[Disclaimer: This video content is intended for educational and informational purposes only] Thunder Bay, Ontario, Canada — On January 2, 2022, a Thunder Bay Police Service officer and his partner were on patrol when they observed an individual believed to be wanted on a warrant. While one individual ran from the scene, the officer approached a second man near a bus stop shelter. The officer, whose body camera was not on, was captured on his partner’s body camera approaching the man, yelling, grabbing him by his jacket, and pushing him up against the wall of the bus shelter. The officer then let go of the man and stepped back. The officer, Const. Peter Haase, later pleaded guilty to charges of discreditable conduct, unlawful or unnecessary use of force, and insubordination for failing to turn on his body camera. The adjudicator, Morris Elbers, found Haase guilty of the charges and in a disposition decision released in mid-March, gave him a penalty of a 160-hour pay forfeiture, a one-year demotion, and mandatory training on Indigenous issues. The police service prosecutor had requested dismissal from the force.
