[Disclaimer: This video content is intended for educational and informational purposes only] Calgary, Alberta, Canada — On November 23, 2019, Calgary Police Service (CPS) officers tracked 24-year-old Latef Tag El Din to a convenience store. Tag El Din was wanted at the time for allegedly violating release conditions related to an outstanding attempted murder charge. Store surveillance footage shows a K9 officer entering the premises and approaching Tag El Din. After the officer appears to issue verbal commands, Tag El Din attempts to flee toward the exit. The officer and the police service dog pursue him, making contact just before the doorway. During the apprehension and subsequent struggle, Tag El Din sustained significant injuries to his arm and face. The accompanying body-worn camera footage captures three separate instances where officers interacted with Tag El Din following his arrest. Despite visible bleeding and multiple requests for medical assistance, immediate care was not provided. Additional footage from the police booking area shows officers laughing and making sarcastic comments regarding the suspect's injuries. While not captured in this specific video sequence, media reports noted that one officer was heard singing a song that referenced the suspect's wounds. Following a review of the evidence, Alberta Provincial Court Judge Heather Lamoureux determined that the officers' conduct constituted a breach of Section 12 of the Canadian Charter of Rights and Freedoms, which protects individuals from cruel and unusual treatment or punishment. The judge described the treatment of the suspect as "unprofessional in the extreme" and "shocking," specifically citing the multi-hour delay in medical treatment and the mocking behaviour of the officers. As a result of these Charter violations, the judge ruled that the administration of justice had been compromised. To remedy the breach, a judicial stay of proceedings was directed for the charges Tag El Din faced in this incident, including unauthorized possession of a firearm and possession of a weapon for a dangerous purpose. A stay of proceedings effectively terminated the prosecution of those charges.
