FULL REPORT: On the above date and time while patrolling in the area of Highway 42 near Forest Parkway, I observed a vehicle traveling at a high rate of speed. I then used my front radar antenna (Moving) and got an accurate speed of 75Mph in a 45Mph zone.. I then turned around, never losing sight of the vehicle, and caught up with the vehicle. I then conducted a traffic stop and Deputy Brown spoke with the driver. While speaking with the driver, Deputy Brown inquired about a marijuana bag in the passenger seat. The Driver Carlos Mosby immediately fled away and initiated a vehicle pursuit. While traveling eastbound on Forest Parkway towards I675, Mosby cut off all his lights (Headlights and Taillights) and began driving eastbound in the westbound lanes of traffic. The driver then got onto I-675 northbound and sped up to speeds of 125mph plus. The driver then drove in the right emergency lane, passing other vehicles with a disregard to their safety. Due to the driver putting others in danger, I attempted to end the pursuit utilizing a precision immobilization technique (PIT). Prior to doing so, I thought of a family that had a loved one killed due to a driver fleeing. I also realized the dangers it posed to myself by attempting to end the pursuit at speeds over 100Mph. Reminding myself that it was my duty to protect the innocent motorists on the roadway, even if it meant placing myself at great risk of injury or death, I decided to try to end the pursuit utilizing the precision immobilization technique to stop the threat. I positioned my patrol vehicle beside the fleeing vehicle, matched the speed and turned into the vehicle right rear bumper which caused the vehicle to lose control, spin around but he gained control, continuing northbound on I-675. I then preformed another PIT which was successful and caused him to crash into a tree. The vehicle then came to a uncontrolled rest in in the woodline after bursting into flames. The driver then got out and ran into the woodline however, he was too slow and was caught by faster deputies. While listening to Mosby spontaneous uttering, I could tell the odor of an alcoholic beverage coming from Mosby breath. A search of the vehicle was conducted, and I located an open alcoholic beverage and a Glock 19 under the passenger seat. The Glock was modified and has a “switch” to make it fully automatic. Upon a GCIC check, the driver, Carlos Mosby license was suspended on 08/01/2023 for failure to appear. Mosby was also convicted of a felony in Newton County Superior Court on 03/20/2018 for Felony Criminal Attempt. Georgia State Patrol arrived on scene to complete a crash report. Clayton County EMS arrived on scene and evaluated Mosby injuries. At this time, Mosby was taken to Piedmont Henry Hospital for evaluation then transported to the Clayton County jail. The vehicle was impounded to New Image Towing
