Charlotte, North Carolina — On March 14, 2024, Officer Henry Chapman responded to back up a fellow officer during a traffic stop involving a driver reportedly speeding and subject to a federal arrest warrant. The warrant indicated the driver possessed $7,911 in personal property, which Officer Chapman took custody of while transporting the driver to the University City Division Team Office. Once there, Chapman asked another officer to handle the transfer of the driver to jail. As that officer began searching the driver, both he and the driver heard the sound of a rubber band snapping. The driver immediately accused Officer Chapman of stealing money that had been wrapped in a rubber band. According to the warrant, the driver claimed he saw Chapman with the cash between his legs and saw him reaching toward the driver-side door pocket of his patrol car. The assisting officer supported the driver’s statement. A sergeant arrived on the scene during the exchange. The warrant states that Officer Chapman appeared anxious and fidgeted inside his vehicle before stepping out, emptying his pockets, and saying he had no money. The driver, however, pointed to the patrol car’s door pocket, where the sergeant then discovered $900. Chapman initially denied knowing about the money but later confessed to taking it, insisting he did not intend to steal. He apologized to the sergeant and two others. After reviewing the evidence, detectives arrested Chapman and charged him with embezzlement. He resigned from the Charlotte-Mecklenburg Police Department the following day, March 15, 2024. The criminal case remains ongoing.
