On the 20th of April 2019, at Church Street, Parramatta, the NSWPF officers from Strike Force Raptor conducted a traffic stop on two women, Ms Y and Mrs R. Ms Y, the driver and a 24-year-old student with no criminal history. She was driving her passenger Mrs R in her sliver Holden Barina. A traffic stop was made by officer 1 and officer 2; officer 1 issued traffic fines for : 1. Negligent driving (no death or GBH), 2. Not give left change of direction signal (exit roundabout), 3. Drive with 1 unrestrained passenger (16 yrs or older) 4. Not obey direction of police/authorised person, 5. Not comply with conditions of licence.(2019) Mrs R was not handed any fine during the incident. Officer 2 was not identified in the video, but it was later relieved to be Snr Constable Andrew Murphy (Raptor 13.) This incident would see an internal review of officers' conduct with Murphy being removed from the NSWPF. Murphy, in an LECC commission, said the cause of the behaviour in this incident was PTSD, and he was able to provide a very detailed event in 2007 involving the death of a 13-year-old boy in the aftermath of a police pursuit crash that caused it. When describing the incident, he said, "I had to sit there and watch him essentially take his last breaths before his brain exploded and poured out of his ear onto the back seat of the car, leaving all his blood and brain matter. And that is something that haunts me every day / wake\ up because essentially my partner and / were the ones that caused that". The Senior Constable reflected, " I don’t want anybody else’s death on my hands, hence why / can’t do this job anymore." (2019) Officer 1 claims that he saw Mrs R without her seatbelt on, but the officer wasn't able to satisfy provide evidence that she was not wearing a seatbelt. Officer 1 during the LECC commission provided from his solicitor submissions regarding the use of the word “ pursuit”. Those submissions have been accepted, and the report has been suitably amended. (2019) The Commission recommended officer 1 to be considered for pursuant to section 173 of the Law Enforcement (Powers and Responsibilities) Act 2002. Officer 2 was handed down the same consideration, but it is known that the New South Wales Police Force removed him shortly after this investigation from the LECC.
