On 8/8/24 at about 0155 hours I, Deputy House, received a BOLO from Dekalb County for an armed robbery that had just occurred. The description of the suspect vehicle was a red SUV with a GA tag of CNC1641. The Bolo stated the vehicle was occupied by 2 black males armed with guns. One of the firearms was described as having a "clip" or an extended magazine. I received a redacted that the vehicle was on Thurman Rd in Clayton County. While searching for the vehicle I was traveling South on Thurman Rd near Old Conley Rd as I saw the suspect vehicle pass me going North. I turned around and started to catch up. When the driver, later identified as Tarorris Broughton, noticed me behind him he began to accelerate and ran the red light at Old Conley Rd. I activated my emergency lights and siren and began to pursue the vehicle. Broughton turned South on Highway 42 until we passed Rock Cut Rd. He then made a U turn and headed back North on Highway 42. Broughton reached speeds over 20 miles per hour above the posted speed limit throughout the pursuit. He displayed a reckless disregard for the safety of the public by the way he was driving in the pursuit. We turned onto E Conley Rd and headed toward Dekalb County. Once E Conley road ended we turned right onto Cedar Grove Rd. Broughton continued to flee in a reckless manner reaching speeds of over 85 miles per hour on a two lane road. Broughton turned into a Citgo gas station (2136 Cedar Grove RD) and drove in a circle before getting back on Cedar Grove Rd and stopping to let his accomplice out of the vehicle. He then fled again, this time increasing speeds and recklessness. On a double yellow line which indicates a no passing zone, Broughton passed a semi truck in a blind curve. He fled through two roundabouts eventually reaching Bonsal Rd. Once at Bonsal he fled through the parking lot of 1540 Cedar Grove Rd, a gas station. Due to the lighting from the store I could see Broughton was now alone in the car. He pulled back onto Cedar Grove Rd almost striking the same semi truck. In the first roundabout we came too Broughton struck the curb damaging his vehicle due to his high speeds and nearly lost control. Based on Broughton's disregard for the safety of other motorist I decided a precision immobilization technique was needed to end the pursuit to preserve life. As we approached E Conley Rd I drove to the driver side of his vehicle and made contact with the rear bumper causing him to lose control and spin into the yard of 1861 Cedar Grove Rd. Because there was a ditch in the yard the vehicle rolled over one time. I deployed my K9 partner Tarzan and approached the vehicle with my gun drawn. Broughton was still inside the disable vehicle which now lay on its roof. I gave commands for him to show his hands and he eventually complied by holding them out of the window. I told K9 Tarzan to stay and he did. I then instructed Broughton to crawl out of the window and lay on his stomach. He did that and was taken into custody. Dekalb EMS arrived on scene to check on Broughton. He was cleared and had no complaints of injury. Deputy Leonard arrived on scene and transported him to Southern Regional hospital to be evaluated further. The vehicle was turned over by New Image Towing. I searched the vehicle along with Sgt. Stearley and located two firearms. One on the passenger side floor where Broughton emerged from the vehicle. It was a Glock 44 .22LR (Serial redacted). The other firearm was located in the center console of the vehicle. It was a SCCY 9mm with a pink grip and an extended magazine, consistent with what was described in the bolo. The vehicle was turned over to New Image Towing and the firearms were logged into evidence. DeKalb County Robbery division was notified. GSP arrived on scene and worked the collision. Broughton was cleared by the hospital and transported to the Clayton County Jail without incident.
