Body camera video, 911 call audio, and radio audio from the Red Bluff Police Department regarding the fatal officer involved shooting of Henry Lane. [2:32] Body camera footage begins Location: Red Bluff, Tehama County, California, United States Date: April 14, 2019 (Sunday) Red Bluff Police Department: NEWS RELEASE Case Number: 19-1240 LOCATION: Antelope River Bridge, Red Bluff, CA SUSPECT: Henry Lane - 42 years old / Red Bluff DATE / TIME: April 14, 2019 at approximately 12:20 AM SUMMARY: Red Bluff Police officers were involved in a force incident resulting in an officer involved shooting. The investigation is in the very early stages, but the information available at this time indicates the following transpired: About 20 minutes after midnight on April 14, 2019, Red Bluff Police officers contacted a male adult on Antelope Blvd. just east of Rio Street. During the contact the male was armed with a large stick and refused to drop it despite repeated requests to do so. The officers attempted to gain the male’s compliance, but he refused to obey and continued to walk away as the officers followed him on foot. Eventually, officers utilized less lethal tools including a Taser and bean bag rounds in an attempt to gain control and take the male into custody. These attempts proved ineffective and the male came toward officers with the large stick raised in preparation to strike at officers. One officer then fired one round from his service pistol striking the male in his upper body. Officers then began life saving measures until paramedics arrived on scene. Ultimately the male was transported by ambulance to St. Elizabeth Hospital where he was pronounced deceased. The male suspect’s identity is being withheld pending next of kin notification. Red Bluff Police Corporal Stephen Harper was determined to be the shooting officer. Corporal Harper, a 15-year law enforcement veteran, has been with the Red Bluff Police Department for about 3 ½ years. As is standard protocol, Corporal Harper was placed on paid administrative leave. None of the officers on scene were physically harmed during this incident. The Tehama County District Attorney Bureau of Investigation was requested to respond and is handling the independent external investigation. Red Bluff Police Department is also conducting an internal affairs investigation as is standard protocol in these types of incidents. Additional information will be provided at a later time.
