On January 17, 2026, at approximately 5:06 p.m., TFC. Byrd was conducting stationary patrol on the Interstate 440 westbound on-ramp from Bankhead when he observed a white Honda Accord displaying Arkansas license plate 978YEN merging onto I-440. The vehicle appeared to have an expired registration. A registration check through ACIC showed the vehicle’s registration had expired in July 2025 and that insurance could not be confirmed. After catching up to the vehicle, TFC. Byrd observed it exit I-440 onto Springer Boulevard and initiated a traffic stop near the railroad tracks. The vehicle stopped at 3001 Springer Boulevard. When TFC. Byrd approached the Honda, he immediately detected the odor of marijuana coming from the vehicle. At the same time, the driver, later identified as 25-year-old Baylor Rowe, was observed reaching into a black bag. Rowe initially stated he was looking for his driver’s license. The passenger, identified as 25-year-old Jinay Akins, told the trooper the vehicle belonged to her. During the investigation, Rowe and Akins gave conflicting and evasive answers regarding whether marijuana was inside the vehicle. Rowe initially denied knowing of any marijuana but later changed his response to saying, “not that I’m aware of.” Based on the odor of marijuana and the circumstances surrounding the stop, TFC. Byrd conducted a search of the vehicle. Investigators located multiple pieces of luggage, including a black suitcase and a blue suitcase. Both suitcases were locked, and Rowe initially claimed the suitcases belonged to him but said he did not know where the keys were. The keys were eventually located inside a black duffle bag containing clothing and other belongings associated with Rowe. Once the suitcases were opened, investigators discovered numerous individually wrapped packages of marijuana. The blue suitcase contained **23 individually wrapped packages**, while the black suitcase contained **25 packages**, for a total of **48 packages weighing approximately 25,640 grams—or 56.5 pounds—of marijuana**. During the investigation, Rowe reportedly told TFC. Byrd that he had previously made a similar trip from Los Angeles to Little Rock for the same individual and that each trip involved no more than approximately 50 pounds of marijuana. Rowe also identified the person he said he was delivering the marijuana to in the Little Rock area. Akins and her daughter were ultimately released from the scene with the Honda Accord. Rowe was transported to the Pulaski County Jail and charged with possession of a controlled substance, expired registration, and no liability insurance.
