On January 6, 2024, I was operating stationary radar on GA 520 at milepost 4 in Webster County. I observed a blue car behind me traveling east at a high rate of speed. I checked the speed of the blue car using my radar and it indicated the car was traveling 76 miles per hour in a 55-mile-per-hour zone. I activated my emergency equipment and attempted to stop the blue Chevrolet Malibu. The Chevrolet Malibu entered the continuous left turn lane and was still traveling at a high rate of speed. I thought the vehicle would pull into the Merritt Pecan gas station, but the driver re-entered the eastbound lane of GA 520. The driver of the Chevrolet Malibu accelerated and initiated a pursuit. I pursued the Chevrolet Malibu on GA 520 at a speed of 130 miles per hour and traveling towards Terrell County. During the pursuit, the driver of the Chevrolet Malibu would swerve his vehicle whenever I attempted to get into position for the precision immobilization technique(PIT). TFC Bryan Joiner, badge #870, was on GA 50 in Terrell County when the pursuit started. TFC Joiner advised me over the radio that he was going to throw Stop Sticks out on GA 520 at mile post 10. When the pursuit reached TFC Joiner's location, the blue Chevrolet Malibu ran over the Stop Sticks with its right front and rear tires. The blue Chevrolet Malibu continued traveling east on GA 520 at a high rate of speed and reached the city limits of Dawson, Georgia. I attempted the PIT maneuver again at milepost 11 on GA 520 and was successful. I chose to PIT the Chevrolet Malibu due to the amount of vehicle and pedestrian traffic in Dawson. After the PIT, the blue Chevrolet Malibu traveled across the westbound lanes of GA 520 and into the ditch. The driver attempted to pull back onto GA 520, but I was able to pin and stop the vehicle. TFC Joiner and I drew our department-issued Glock model 45 pistols and gave the driver verbal commands. The driver of the vehicle stated that he had a gun either on him or in the vehicle. The driver exited his vehicle through the passenger side door and was placed on the ground. TFC Joiner secured the driver's hands in handcuffs, and I began to search the driver for the gun. While checking the driver's pockets, I detected the odor of marijuana coming from his person. A Taurus 9mm pistol with serial 1C127143 was located on the ground under the driver. The driver was helped to his feet so I could finish searching him. I found two small plastic jars containing a small amount of in his front pocket. The driver was asked if he needed medical attention, and he stated no. I asked the driver if the was the reason he ran, and he stated no. I then noticed his eyes were watery, and he had an odor of an alcoholic beverage coming from his breath. The driver stated he had been smoking and drinking. I then read the driver the Georgia Implied Consent Notice for Suspects age, 21 or over. I requested a blood test and the driver verbally agreed to the test. The driver's license was in his wallet which was on the center console of the vehicle. I identified the driver as Billy Dwayne Broughton II, from his Georgia drivers license with his date of birth being May 28,1995. I asked Troop G Communications to run the serial number on the Taurus 9mm pistol and was advised that it was reported stolen by the South Fulton Police Department. I inventoried the Chevrolet Malibu and found a half-pint of Jack Daniels whiskey in the driver's side door pocket. I also found another small plastic jar containing a small amount of in the driver's floorboard. Terrell County EMS came to the scene to draw blood from Mr. Broughton. EMT-I, Lilly Hughley drew the blood sample from Mr. Broughton in the back of the ambulance. Once the scene was cleared, I transported Mr. Broughton to the Webster County Sheriff's Office. I charged Mr. Broughton with Speeding, Reckless Driving, DUI, Fleeing/ Attempting to Elude, Theft by Receiving Stolen Property, Possession of Less than One Ounce and Possession of an Open Container of Alcohol. After Mr. Broughton was booked in at the Webster County Sheriff's Office, I transported him to the Sumter County Sheriff's Office to be held until a warrant could be obtained.
