Police Report: On Wednesday, January 8, 2025, at approximately 2:27 PM, I, Trooper James Reed #429, was notified via radio about a pursuit, initiated by the Grant County Sheriff's Office, headed southbound on U.S. Highway 167 entering Dallas County. I was operating stationary radar on U.S. Highway 167 northbound near the Havoc Boats plant when I received the notification. I then traveled northbound on U.S. Highway 167 in an attempt to locate a suitable area to deploy spike strips. I was then updated on the location of the fleeing vehicle and realized I did not have sufficient time to deploy my spike strips. I pulled onto the southbound shoulder and positioned myself to join the pursuit. At 2:30 PM, I visually observed a black Nissan Maxima traveling southbound at 97 MPH in a 65 MPH zone in a right-hand curve. The vehicle matched the description of the fleeing vehicle. I accelerated to catch up to the vehicle. I noticed a Grant County unit in my rearview mirror attempting to catch up to the fleeing vehicle. We traveled southbound on U.S. Highway 167 as the fleeing vehicle made several unsafe lane changes and continued to accelerate to speeds exceeding 130 MPH. Dallas County Sheriff's Office units deployed spike strips at a bridge on U.S. Highway 167 near Havoc Boats. The driver of the fleeing vehicle swerved in an attempt to avoid the spike strips but ultimately failed. The fleeing vehicle subsequently lost air in three tires and slowed down to approximately 75 MPH. I then caught up to the fleeing vehicle and performed a Tactical Vehicle Intervention (TVI) to end the pursuit. As I was executing the TVI, the fleeing vehicle decelerated rapidly, causing my vehicle to contact the rear driver-side door of the fleeing vehicle and force it to the shoulder of the highway. TFC Jimmy Plyler and Deputy Rick Stevenson quickly detained the driver, and I detained the passenger. The vehicle was inspected, and the scene was secured. The driver was identified as Shannon Domonte Trotter of North Little Rock, who had a suspended driver's license and four outstanding misdemeanor warrants. The passenger was identified as Donya Elizabeth Dodson of Jacksonville. The driver was released to the custody of the Grant County Sheriff's Office and charged by Grant County with the following offenses: 5-54-125 Felony Fleeing 27-16-303 Driving on a Suspended License 27-50-302 Reckless Driving 27-51-302 Improper Lane Change 27-22-104 No Liability Insurance The passenger was taken to a local Exxon station by TFC Plyler and dropped off to await a ride. Note: The right front wing of my patrol vehicle's push bumper and push bumper blue light sustained damage during the TVI, in addition to paint transfer behind the right front wheel well
