Trooper's Narrative: On 8/7/2026 at approximately 5:35 p.m., I, Trooper Ronald Weast Jr., was in my unit, stationary, on a dead-end (no name) road that intersected State Highway 114, just East of State Highway 530. While stationary, facing north, I observed a red ATV (1999 Polaris Scrambler 500), being driven by a white male, wearing dark colored clothing and a white, female passenger, also wearing dark colored clothing, traveling east on the right (south) shoulder of State Highway 114. I pulled in behind the ATV, activated my emergency lights and sirens, and attempted to initiate a traffic stop at the intersection of State Highway 114 and Freedom Road. The ATV had already begun turning north onto Freedom Road, and once the driver observed my emergency lights and sirens, he rapidly increased his speed, and began to flee. I turned north onto Freedom Road and notified dispatch that I was in pursuit, prior to notifying dispatch the location, type of vehicle, and a description of the driver. The driver (later identified as Timothy Kearney, W/M), continued fleeing north on Freedom Road, reaching speeds of 60 miles per hour in a posted 40 miles per hour zone. Kearney continued to flee northbound on Freedom Road for approximately 1 mile, before finally pulling over to the right (East) side of the road and surrendering. I exited my vehicle and gave Kearney a directive to get off of the ATV and lie on the ground with his arms out, to which he complied. I then placed Mr. Kearney in hand restraints, assisted him to his feet, searched his person, (yielding no contraband) and placed him in the back of my unit. The passenger was identified as Ms. Felicia Edgin (W/F) and was released subsequent to Mr. Kearney’s arrest. Ricks Towing of Star City arrived and took possession of the ATV after it was searched (yielding no contraband). I transported Mr. Kearney to the Lincoln County Jail where he was booked in on the charges of: 5-54-125(d)(2) 2023: FLEEING - VEHICLE OR CONVEYANCE - EXCEEDING THE SPEED LIMIT, 27-51-201, 27-50-302(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT, 27-21-106: DRIVING ATV ON PUBLIC HIGHWAY, 27-51-104: CARELESS AND PROHIBITED DRIVING, 5-65-123: OFFENSES INVOLVING A MOTOR VEHICLE EQUIPPED WITH AN IGNITION INTERLOCK DEVICE & 5-65-105: DRIVING DWI SUSPENDED LICENSE.
