Officers were initially called to a residence regarding a domestic disturbance where they learned that the individual involved had left the scene after reportedly violating an order of protection. A description of the suspect was shared over the radio, and responding officers quickly located him nearby. The man was taken into custody without further incident and placed under arrest on domestic-related charges. Because another patrol vehicle was better equipped for transport, the suspect was transferred to Officer Richard Tabisz for the trip to the police station. During this handoff, Officer Tabisz was seen on body-worn camera pulling the suspect to the ground when the suspect stopped walking. The individual’s head made contact with the pavement, resulting in a minor injury. He was taken to a local hospital, treated, and released before being processed on multiple domestic-related charges. Supervisors at the Waukegan Police Department were alerted to the incident shortly afterward by officers on scene. After reviewing the body-worn camera footage, the department immediately placed Officer Tabisz on administrative leave and referred the case to the Lake County State’s Attorney’s Office for independent review. On January 3, 2024, after that review, Officer Tabisz was charged with two counts of Official Misconduct and two counts of Battery. He was processed and released pending upcoming court proceedings. Waukegan Mayor Ann Taylor said she was “deeply disappointed in the actions of this police officer” but emphasized that she was proud of the department for holding its members accountable and forwarding the case for outside review.
