***The FULL VERSION of this footage is over 33 minutes. Its heavily redacted by BLUR, and I'm not sure if it's something the Team would enjoy. If you're interested in the longer version, I'll upload it this week.*** On 1/12/23 at approximately 1012 hrs I noticed several people standing around a tan in color Mercedes-Benz which was parked behind Motel 6 at 400 W29th. I was aware one of the subjects was Roger Keopraseuth. I also had information that Mr Keopraseuth had an outstanding warrant through the Board of Parole. I conducted a check on Roger Keopraseuth through ACIC/NCIC. When I drove back to the vehicle, I noticed they were already in the vehicle and it was driving slowly though the parking lot. The vehicle was not registered and I attempted to initiate a traffic stop. The vehicle continued driving slowly and stopped on the southside of the motel by the exit. The vehicle then accelerated at a high speed and turned westbound on W. 29th St. The vehicle disregarded a stop sign at W. 29th and Percy Machin St. and turned northbound. The vehicle then turned onto Interstate 40E., and passed a vehicle on the right shoulder of the roadway. The vehicle continued onto Interstate 40E reaching speeds up to 100 mph and abruptly changing lanes. The traffic conditions were moderate. The driver, Roger Keopraseuth continued to purposely operate the vehicle in such a manner that created a substantial danger of death or serious physical injury to citizens. Mr Keopraseuth made contact with a vehicle while swerving into a traffic lane. This caused him to lose control and his vehicle to overturn in the middle of the roadway. Several USMS Task Force Officers and Ofc J.Bryant arrived on scene to assist. Mr Keopraseuth was taken into custody. The passengers, Zoe Moores and Braylon Harris were detained. A check through ACIC/NCIC showed Zoe Moores Ofc Humphies transported her to the Parole Office. Mr Harris was released on scene. Mr Keopraseuth complained his right shoulder hurt. MEMS transported him to Baptist Medical Center in North Little Rock for treatment. After receiving treatment he was transported to PCRDF.
