On March 1, 2023, around 6:14 PM, police in Millburn, New Jersey received an alert from Mountain Valley Communications about a stolen red Jeep Cherokee with Florida license plate 01BFISH entering the Short Hills Mall area. Initial Discovery Mall security confirmed that the stolen vehicle was parked in Lot D, and officers quickly surrounded the area. Two female suspects, later identified as Shaquana John and Autumn Massaquoi, were seen exiting the mall, while the driver — Richard Bonner — remained inside the stolen Jeep. The Arrest & Attempted Escape Officers Lester Manivag and Wichelins boxed the vehicle in and ordered the driver out. Bonner was handcuffed and placed in the patrol car, but things escalated fast. While being questioned about the stolen car and read his Miranda rights, Bonner suddenly tried to escape from the police vehicle. Officer Manivag quickly tackled him to the ground as Bonner resisted and continued to fight back, ignoring repeated commands to stop. With assistance from Officer Wichelins, the officers finally regained control and secured Bonner back in the patrol car. Investigation Findings Checks through NCIC, ACS, and ATS databases showed no active warrants against Bonner. A search of the stolen Jeep revealed no illegal items, and the vehicle was later towed from the scene. The 2021 Red Jeep Cherokee belonged to Avis Budget Car Rental, and official records confirmed it had been reported stolen out of Millville, NJ. Charges & Court Details Bonner was charged with: Receiving Stolen Property (2C:20-7A) Resisting Arrest (2C:29-2A(3)(B)) He was also issued two traffic summonses (E23-1598 and E23-1599) and given a court date of April 20, 2023 under summons S-2023-64. After processing, Bonner apologized multiple times for resisting arrest and was released on his own recognizance. The entire incident was captured on body-worn camera (BWC #21).
