Incident Report- On 8/21/24 at about 2055 hours I, Deputy J. House, initiated a traffic stop on I285E that resulted in an arrest. While Traveling East on I285 near I75 I observed a vehicle approaching from behind driving at a recklessly high speed and weaving in and out of traffic with no regard for the safety of other motorists. Once the car passed me I saw it was a silver BMW with a black soft top bearing GA tag redacted. I recognized this vehicle from a bolo that this vehicle fled from law enforcement and the tag belonged to a Cadillac Escalade. On I285E near Conley Rd overpass I initiated a traffic stop by activating my emergency lights and siren while driving behind the vehicle. The driver, later identified as Matthew Wilson, disregarded the traffic stop by accelerating and failing to pull over. The violator vehicle reached speed of over 120 miles per hour on I285E which is a posted 65MPH zone. The violator continued on I285E until exiting onto Bouldercrest Rd running the red light and continuing to flee. While fleeing on Bouldercrest Rd the violator passed multiple cars in a no passing zone by driving over the posted speed limit into oncoming traffic. Once the violator turned onto Cedar Grove Rd he made a dangerous pass in a blind curve almost striking a motorcycle rider. He then continued to flee until Reaching the dead end at Cedar Grove and Bonsal Rd. While he attempted to make a U turn and flee I pushed his vehicle with my pushbar into a ditch of grass and exited my vehicle holding him at gun point giving him commands to stop. Wilson backed out of the grass and continued to flee back onto Cedar Grove towards Dekalb County. The violator continued to flee back onto Bouldercrest Rd then onto Panthersville RD. Wilson continued fleeing with no due regard fro the safety of others. After passing Oaksvale Rd on Panthersville we were approaching a bridge. I noticed traffic on the bridge along with cars coming from the opposite side. To preserve life I decided to conduct a Precision Immobilization Technique. I used the front right side of my bumper on the passenger rear bumper of the violator vehicle and turned into him causing him to lose control and spin to the left. During the spin the violator vehicle's front bumper struck the guard rail causing the vehicle to slow down. Due to the speed reduction it caused my front bumper to strike the driver side of the vehicle pining it in to the guard rail. I approached the door at gun point and ordered Wilson to keep his hands up. I instructed him to remove his seat belt and he did. I then pulled Wilson by his left wrist and the back of his shirt out of the vehicle pushing him onto his stomach and placing my knee on the upper part of his back. I placed Wilson in handcuffs and rolled him to his side to search him for weapons. Once Wilson was secured I put him in the back of a GSP cruiser that had arrived on scene. Wilson was checked on GCIC and found to have a suspended license for failing to appear. He was checked by Dekalb County EMS Engine 20. Wilson was then transported to Southern Regional Medical center to be checked as he complained of hip pain from a previous injuriny. New Image towing recovered the vehicle after it was checked on GCIC.
