September 6th, 2025, at approximately 8:18 pm, I, Trooper Wright #574, initiated a traffic stop on ARLPN: AJY29R for driving without headlights at night. I activated my lights so the vehicle could pull into the BP gas station on Ingram Boulevard near the Service Road. the vehicle nearly struck a passing truck. The vehicle quickly began to make a left turn on Goodwin Avenue. By this point, we were approximately 20 seconds into this vehicle fleeing, and he had shown no regard for life or property for the motoring public, so I initiated a TVI (Tactical Vehicle : Intervention). The vehicle spun and faced back toward Ingram; however, the vehicle was not disabled, so the driver continued fleeing south on Ingram Boulevard. The vehicle blew through a stop sign at Ingram and Barton, turning left onto Barton at approximately 45 miles per hour. I attempted to position my vehicle for a passenger's side TVI, but he swerved to the right to block my approach, and I immediately switched to a driver's side TVI, which was too shallow, but it did cause the vehicle to slow down to approximately 30 miles per hour. I then conducted another TVI, which caused him to spin sideways in the roadway, and due to the pressure from my vehicle, he became temporarily stuck. He attempted to drive forward, spinning his tires, then put the vehicle in reverse, spinning his tires. He continued this process, continually trying to flee to the point of producing smoke from his tires for approximately 40 seconds before finally breaking free from my vehicle. At which point, he fled back towards Ingram at speeds in excess of 70 mph before blowing through the same stop sign as before and turning right, heading back north on Ingram Boulevard. The vehicle then turned right onto Goodwin Blvd and quickly accelerated again. I then TVId the vehicle again on Goodwin Boulevard, and it began heading back towards Ingram Boulevard before quickly making a turn in to an apartment complex. I was finally able to pin the vehicle and prevent it from fleeing further. I exited my vehicle and began ordering him to put the vehicle in park as he continued to switch the vehicle from forward to reverse in an attempt to continue fleeing. I attempted to use a window punch on the driver's window, but the device broke in the process. At this point, West Memphis Officers arrived on scene to assist. After striking the window with the window breaker, the driver put the vehicle in park. He still refused to obey commands, and the vehicle remained locked with windows up. I used my expanding baton to break the rear driver's side window of the vehicle as a point of access to the vehicle that wouldn't cause significant harm to the driver. At the same moment, one of the West Memphis Officers did the same to the rear window. At this point, the driver became slightly more compliant. He had turned his vehicle off, and he was raising his hands but still refusing to exit the vehicle. A West Memphis Officer began to strike the front passenger's side window to break it out and unlock the door, but the window did not break. At which point, the driver, to prevent having another window broken, complied with instructions and cracked his door open a couple of inches. The driver had been instructed multiple times by multiple officers to exit the vehicle, though he refused. I opened the door, reached in, and drug him out, immediately proning him out onto the ground to place him in handcuffs. The driver was then searched and identified as Jimmie Lee Kegler Jr. ACIC check. The driver, Jimmie Kegler, . The vehicle had an interlock device that did not appear to b e operational. After searching the vehicle, Mr. Kegler advised he was hurting, and I asked for paramedics to come assess Mr. Kegler while we waited for the wrecker. The only injury Mr. Kegler complained of was a previous injury sustained months ago that scarred and completely healed. There was also damage to a wooden fence. Mr. Kegler was arrested and transported to Crittenden County Jail on the following charges: 5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH 27-51-201, 27-50-302(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT 5-65-103 3RD: DRIVING WHILE INTOXICATED - DWI 3RD 5-65-123: OFFENSES INVOLVING A MOTOR VEHICLE EQUIPPED WITH AN IGNITION INTERLOCK DEVICE. 5-65-205: REFUSAL TO SUBMIT TO CHEMICAL TEST 5-54-103(a): RESISTING ARREST 27-51-601(d): FAIL TO OBEY STOP SIGN 27-22-104: NO LIABILITY INSURANCE 27-16-804: VIOLATION OF DRIVERS LICENSE RESTRICTIONS 5-38-203(b)(2): CRIMINAL MISCHIEF - 1ST DEGREE (DAMAGE $1,000 = $5,000) 5-38-203(b)(1): CRIMINAL MISCHIEF - 1ST DEGREE (DAMAGE = $1,000) follow me on Facebook https://www.facebook.com/profile.php?id=61564018231627 😎 follow me on twitter https://x.com/LRHN_Cash ✨😎 follow me on tiktok https://www.tiktok.com/@lrhncaash?_t=8fvtVaP3a9u&_r=1 😎✨ Follow me on Snapchat https://snapchat.com/t/SbtgTt7z 😎 #lrhncash #lrhn #policechase #highspeedchase
