Missouri trooper justified in the fatal shootout with suspect after a police chase Affton, MO - Newly released police body camera and dashboard footage is providing a harrowing look into a multistate manhunt that ended in a fatal shootout and the discovery of a St. Louis area woman’s body. Following the conclusion of two separate investigations, the St. Louis County Prosecuting Attorney's Office has announced it will not file charges against the Missouri State Highway Patrol troopers involved in the gunfight. The series of events began on Sept. 5, 2024, in Princeton, Texas. According to the Missouri State Highway Patrol, Delisha Evans, a St. Louis area native, was shot and killed by her former boyfriend, Ryan Phillips, at their Texas home. The following day, Texas authorities issued a critical missing person alert. Missouri troopers received information that Phillips had taken Evans against her will, set fire to their home and was believed to be fleeing toward St. Louis in a red Range Rover. At the time, law enforcement officials were unaware that Evans had already been killed. The pursuit began in St. Louis County when Trooper Trey Gaedke spotted the vehicle on Interstate 44. With backup from Trooper Justin Hedrick, Gaedke attempted a traffic stop. But as Gaedke approached the vehicle on foot, Phillips accelerated. “He just took off on the traffic stop on approach,” a trooper is heard saying on the recording. A high-speed chase followed, winding through the suburban streets of St. Louis County. The pursuit ended abruptly on South Rock Hill Road near Pardee Road when Phillips attempted a sharp turn, lost control and flipped the SUV on its side. “1050 rolled over. Start EMS,” was the immediate radio transmission from the scene. As the troopers exited their patrol cars, Phillips attempted to crawl out of the wreckage. The video captures the troopers shouting commands: “Put your hands up.” When Phillips failed to comply, they shouted again, “Put your hands in the air. Drop it.” The footage then shows Phillips opening fire on the troopers. The officers returned fire, killing him. In the aftermath of the exchange, one trooper can be heard reporting the situation over the radio: “He’s been shot. He dropped the gun. I don’t know if anyone else is in the car.” Upon inspecting the overturned Range Rover, investigators discovered the body of Evans. Neither of the troopers was injured in the shootout. The St. Louis County Prosecutor’s Office recently notified the highway patrol that the troopers were cleared of any wrongdoing following both criminal and internal reviews. Investigators later determined Phillips did not act alone in the initial crime. Travis Allen Mitchell is currently in custody, charged with helping Phillips murder Evans and tampering with her body.
