FULL REPORT: On 11/30/2024 I received a BOLO in reference to a 2015 Hyundai Genesis bearing GA tag SDG9578. The registered owner Lavario Holder was showing to be wanted for family violence battery out of Clayton County. I observed the vehicle traveling southbound on Old Dixie Highway at the entry ramp for I-75SB. I pulled off onto the shoulder of the I-75SB entry ramp to wait for the vehicle to pass me so I could confirm the license plate. I observed Mr. Holder's vehicle pass me to my left and at that time I confirmed the license plate on the rear of the vehicle. Once I closed the distance with the vehicle I initiated a traffic stop by activating my blue lights and siren. The vehicle pulled off onto the right shoulder of I-75SB roughly half a mile before the Jonesboro Road exit. I exited my patrol vehicle and walked to the rear of the suspect’s vehicle. I heard the engine of Mr. Holder's vehicle rev up. This indicated that Mr. Holder was possibly going to flee. I quickly entered my vehicle and at that time Mr. Holder began to flee. Mr. Holder switched between lanes 1-4 as well as the shoulder a total of 44 times throughout the pursuit. Mr. Holder reached speeds in upwards of 130MPH. Mr. Holder struck at least one other vehicle, which included a black Ford Escape bearing FL tag (redacted) as he continued to flee southbound on I-75. K9 from the Morrow Police Department joined the pursuit and began to call traffic on the pursuit for a brief moment. I attempted a PIT Maneuver on Mr. Holder’s vehicle at roughly 20MPH, the PIT was unsuccessful due to the low speed we were traveling at. We continued to travel southbound on I-75 and  as we passed the Stockbridge exit we entered Henry county. Mr. Holder began to travel down the right shoulder as he continued to flee. We entered the gore area where I-675 and I-75 merge. Mr. Holder dashed between several semi-trucks and cars within lanes 1-4 as he attempted to merge into the Peach-pass lane. The railroad crossing arm was down blocking the lane so Mr. Holder attempted to make a U- Turn on I-75 in an attempt to travel northbound in the southbound lanes. I used this opportunity to pin his vehicle in. This maneuver immobilized Mr. Holders vehicle. His vehicle came to rest parked perpendicular across the lane.  Deputy Butler and I held Mr. Holder and his passenger Phillip Williams at gunpoint. Deputy Butler removed Mr. Williams from the vehicle and detained him. I continued to issue loud verbal commands for Mr. Holder to keep his hands out of the window. Mr. Holder was verbally combative and at times attempted to reach back into his vehicle. More units soon arrived on scene and assisted me in taking Mr. Holder into custody. Mr. Williams appeared to be visibly shaken and he had tears streaming down his face. Mr. Williams stated that he begged Mr. Holder to stop several times during the pursuit. Mr. Williams also stated that he had just been picked up by Mr. Holder whom he paid for a ride. Henry County Engine8 as well as MED8 responded to the scene and assessed both occupants at the scene. Mr. Holder refused to be taken to the hospital. Deputy Butler and I conducted an inventory of the vehicle and did not find any illegal items, valuables or firearms during the inventory. I called for a wrecker and Tara Wrecker responded to the scene. The tow driver took possession of the vehicle. I transported Mr. Holder to the Clayton County Jail and released him into the custody of jail intake staff. Mr. Holder is facing numerous charges to include Kidnapping, False imprisonment, Fleeing and eluding amongst several other charges. My investigation was recorded by my Axon body worn, dash and prisoner transport camera.
