Off-duty Key West Police officer Dustin Christina is arrested for DUI just months after filing a whistleblower complaint against his own department — and he believes the arrest itself is retaliation for speaking up. The whistleblower complaint (May 2026): On May 20, 2026, Officer Christina submitted a 44-page whistleblower complaint directly to the FBI, the Florida Department of Law Enforcement, the Florida Attorney General, and Key West City Manager Brian Barroso. The complaint alleged misconduct, favoritism, and retaliation within KWPD — specifically that department leadership protected Sgt. David Kouri from accountability while investigating and disciplining Christina for reporting Kouri's repeated misconduct. According to reporting, after the complaint was filed, the department offered to strike disciplinary reprimands against Christina if he agreed to withdraw it. He declined. The night of August 16, 2026: Around 2:30–3:00 AM, officers posted near Greene St. and Ann St. watched a white lifted Ford pickup truck take a turn so close to a pedestrian that she had to run onto the curb to avoid being hit. The truck parked itself in the Old City Hall lot. The woman approached an officer minutes later, said the driver had nearly struck her, and mentioned she may have caught it on video — that's when officers learned the driver was Officer Christina. The cellphone video: Around this same window, a woman — believed to be the same pedestrian — confronts Christina near his parked truck. He denies driving and brushes off her concern, pointing out that police are nearby and telling her he isn't worried about it. He remains in the area near a downtown bar afterward. About three hours later, Peary Ct.: A resident reports a white truck parked outside her home. Officers find Christina alone in the driver's seat of the unoccupied, non-running vehicle. He tells them he was hiding from a patrol car he'd spotted earlier. When officers investigate, his story about who drove the truck there shifts. Officers document a blank stare, bloodshot and glassy eyes, a flushed face, and the odor of alcohol. He becomes combative, stumbles exiting the vehicle, and misses the door when trying to close it. The arrest: Christina refuses to perform field sobriety exercises, is read the legal "Taylor Warning," and is taken into custody. At the detention center, he's read Florida's implied consent warning — informed that refusing the breath test carries license suspension and criminal penalties — and refuses anyway, repeatedly invoking his right to a lawyer. Throughout the encounter, Christina insists that this arrest itself is retaliation for the whistleblower complaint he filed against Sgt. Kouri and department leadership — telling officers more than once that "this is what happens when you go against" KWPD, and calling the department corrupt. He references the complaint by name, naming the police chief, Sgt. Kouri, and the responding officers as part of what he believes is a coordinated effort against him. No civil lawsuit tied to these claims has been filed as of the most recent reporting — this reflects his stated belief during the arrest, not a confirmed legal action. The charges: DUI — Alcohol or Drugs (Fla. Stat. § 316.193(1)) and Refusal to Submit to DUI Testing, Subsequent Offense (Fla. Stat. § 316.1939(1)(e)), both misdemeanor first degree. Case #26-MM-002256-A-K, Monroe County. As of the most recent reporting, Christina remains on paid administrative leave pending the outcome of his case. This footage was obtained through a Florida public records request under Ch. 119, Fla. Stat. ⚠️ All individuals are presumed innocent until proven guilty in a court of law.
