On 04/04/26 at approximately 0136 hours, I responded to 4400 E. McCain regarding a disturbance with a weapon. While en route, officers were informed that someone was shooting, and the caller thinks they are possibly trying to shoot at them. The caller stated the suspect vehicle was a gray Dodge Challenger, that the driver was yelling, and then disconnected. Upon arrival in the area, I had my emergency lights and sirens on, and I observed a gray Dodge Challenger driving at a high rate of speed south on Smokey, then turning east onto Stockton, and then accelerating. As I pulled onto Stockton, I observed the vehicle turn into 4350 Stockton (O’Relly). As I pulled into the parking lot, the suspect car parked, and I observed two black males take off running from the car, one in a dark-colored jacket and blue jeans, and one in a red jacket and blue jeans. The one in the dark-colored jacket, later identified as Lamar Mosley Jr., ran south into the back parking lot of O’Relly, dropping a black mask and a Glock extended magazine with a drum and several rounds exploded out of the magazine. The other suspect, who was running in a red jacket, was identified as Damien Watson, who stopped and went running back north, to the car they had just run from. As I got out of my unit 2116, I turned to run after Mr. Watson and observed a black female, later identified as Kimberly Rayford, approximately 15’ way from the suspect car and Mr. Watson in front of the suspect car between the car and a small retaining wall on the passenger side. I also observed another black male in a white beater, later identified as Cameron Woods, on the driver's side approximately 10’ away from Mr. Watson. I told them to stop as I had them at gunpoint, and they complied. As I was waiting for other units, I observed that Mr. Mosley had jumped O'Relly's fence and was running back toward Smokey. I provided that information over the radio to the other units. Officer Gates located Mr. Mosley using his drone. See Officer Gates supplement for details. Officer Wilkerson arrived to help me detain the other individuals, and at that time, another individual, Quentin Rayford, stepped out of the car. The officer detained all the suspects, and on Mr. Watson's person, located three baggies of marijuana that added up to 20.4g. Mr. Watson later spontaneously stated the weed was his. When I was looking in the area where Mr. Watson was standing, I located a small Kel-Tec .380 handgun on the ground and his phone on the retaining wall. An ACIC/NCIC check on the Kel-Tech (JHL59) returned as stolen out of Sherwood PD . This gun also had six rounds and one in the chamber. Officer Bush informed me that Mr. Watson spontaneously stated the weed was his, but the gun was not. It should be noted that at this time, no one talked to him about a gun. Post Maranda, Mr. Watson did not want to talk to me. I then looked in the area where Mr. Mosley had jumped over the fence and located a Glock with a switch in the grass; it did not have a serial number. The gun had one round in the chamber and no magazine. Officers recovered in the area where Mr. Mosley dropped the magazine, forty 9mm rounds.
