The individual involved was identified as 36-year-old Jamal Wali of Fairfax. An officer from the Oaks District Station stopped Jamal Wali in the 4,000 block of Majestic Lane near the Green Brow neighborhood. The initial reason for the stop was an expired safety inspection on his 1999 Toyota Corolla. During the stop, Jamal Wali informed the officer that he had a gun and was armed. When asked for his driver's license, he stated he did not have one and initially refused to provide his name. He expressed significant frustration and anger towards the officer and the system. He mentioned having kids, suffering from a disability, and being unable to get a job or disability benefits. He also stated his license was taken because he couldn't pay for insurance. Jamal Wali made several claims about his background, stating he served with Americans and special forces, lost his brother, and had "nothing". He also made concerning remarks comparing serving with Americans to serving with the Taliban and feeling more concerned about "you people" (Americans) since 2014 because they "lie" and "play games". The officer requested a supervisor to his location. The situation escalated as Jamal Wali was reportedly reaching for his weapon. The officer repeatedly instructed him not to reach, but despite these commands, the subject kept reaching for his weapon. Shortly after additional officers arrived or were arriving, shots were fired. Audio indicated "shots fired" and an officer stating, "I'm hit". Additional officers arrived and rendered first aid to Wali until fire and rescue personnel arrived. Wali was taken to a nearby hospital and was pronounced deceased. The injured officer(s) were transported to an area hospital and treated for their gunshot wounds.
